Book excerpt: Desde hace varias décadas que la ocurrencia de desastres a nivel global ha aumentado de manera importante. América Latina y el Caribe no ha sido la excepción. En la actualidad, y debido a sus consecuencias en la vida de las personas y por la posibilidad que existe de prevenir y mitigar sus daños y así disminuir o al menos controlar sus efectos, los desastres provocados por la naturaleza o por el ser humano son considerados fenómenos sociales. Los hogares en situación de pobreza son altamente vulnerables a los desastres y experimentan sus efectos en forma desproporcionada, creciente y por un período más largo de tiempo. Al comparar con la población mayor de 18 años, los niños y las niñas son los más afectados por la pobreza y, por lo tanto, sufren más las consecuencias de los desastres, lo que vulnera sus derechos. El artículo central del boletín profundiza la reflexión sobre la protección social de la infancia frente a los desastres. Se destaca la mayor vulnerabilidad de la población infantil frente a estos y cómo ha aumentado su ocurrencia en el último tiempo, describiendo los efectos que ello ha tenido sobre la población infantil. Se hace un llamado a reforzar los sistemas de protección social en los países de la región con la perspectiva de los derechos de la infancia.Como es habitual, este artículo se acompaña de algunos puntos de vista de especialistas sobre el tema y las voces de niños y niñas afectados por un terremoto y un tsunami. Además, se destacan algunas experiencias de interés con relación al vínculo entre desastres y protección de derechos de los niños y niñas en la región. Esta es la primera versión virtual del boletín Desafíos y, además de informar sobre publicaciones y eventos relacionados, se incluyen recursos audiovisuales relativos al tema.

While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.
