The committee members, like environmental program managers in other types of organizations, are increasingly concerned about achieving and demonstrating sound environmental performance by meeting the requirements of environmental regulations and limiting the impacts of their products or services on the environment. To foster communication and address concerns about EMSs, the FFC Standing Committee on Environmental Engineering hosted a one-day workshop on Environmental Management Systems and ISO 14001. The workshop was held April 9, 1998, at the National Academy of Sciences in Washington, D.C.

It has been boosted by theorists and practitioners who promised huge win- win opportunities in this area, with ecologically conscious management practices benefiting the natural environment and at the same time advancing the competitiveness of companies or even national economies (e.g., PORTER 1991). Even though this win-win rhetoric has been criticized sharply (e.g., WALLEY/WHITEHEAD 1994), environmental management remained an important part of many businesses’ agenda for different motives - be it in order to exploit win-win potentials or to ensure legal compliance (AN- DREWS etal. 2001), or be it intrinsically motivated, in order to avoid doing harm to the natural environment. One way of implementing and maintaining environmental management is by institutionalizing an environmental management system (EMS). Such an EMS constitutes a structured and systematic approach for “articulating goals, making choices, gathering information, measuring progress, and improving performance” in the environmental field (FLOR- IDA/DAVISON 2001:64). There is a wide array of different types of EMS’s, reaching from company specific solutions to standardized national (like the British BS 7750), multinational (like the European Union’s EMAS), or even global approaches (like the International Organization for Standardization’s ISO 14001) (KRUT/GLECKMAN 1998). The ISO 14001 standard achieved particular prominence as an EMS: In July 2003, more than 53,000 organizations all over the world had an EMS which was certified according to ISO 14001 guide lines (PEGLAU 2003; see also chapter 2.2 of this paper). Its proponents promise huge environmental and financial/operational benefits. They assume that by implementing an ISO 14001 certified EMS, a company can improve both its natural environment and its bottom- line.

Book excerpt: After a tumultuous year discovering serious lapses in environment, safety and health management at Brookhaven National Laboratory, the Department of Energy established a new management contract. It called for implementation of an IS0 14001 Environmental Management System and registration of key facilities. Brookhaven Science Associates, the managing contractor for the Laboratory, designed and developed a three-year project to change culture and achieve the goals of the contract. The focus of its efforts were to use IS0 14001 to integrate environmental stewardship into all facets of the Laboratory's mission, and manage its programs in a manner that protected the ecosystem and public health. A large multidisciplinary National Laboratory with over 3,000 employees and 4,000 visiting scientists annually posed significant challenges for IS0 14001 implementation. Activities with environmental impacts varied from regulated industrial waste generation, to soil activation from particle accelerator operations, to radioactive groundwater contamination from research reactors. A project management approach was taken to ensure project completion on schedule and within budget. The major work units for the Environmental Management System Project were as follows: Institutional EMS Program Requirements, Communications, Training, Laboratory-wide Implementation, and Program Assessments. To minimize costs and incorporate lessons learned before full-scale deployment throughout the Laboratory, a pilot process was employed at three facilities. Brookhaven National Laboratory has completed its second year of the project in the summer of 2000, successfully registering nine facilities and self-declaring conformance in all remaining facilities. Project controls, including tracking and reporting progress against a model, have been critical to the successful implementation. Costs summaries are lower than initial estimates, but as expected legal requirements, training, and assessments are key cost centers. Successes to date include the pilot process, heightened employee awareness, registration of the first DOE National Laboratory facility, line ownership of the program, and senior management commitment.
