Book excerpt: In 2007, the National Nuclear Security Administration's Office of Nonproliferation and International Security (NA-24) completed a yearlong review of the challenges facing the international safeguards system today and over the next 25 years. The study found that without new investment in international safeguards, the U.S. safeguards technology base, and our ability to support International Atomic Energy Agency (IAEA) safeguards, will continue to erode and soon may be at risk. To reverse this trend, the then U.S. Secretary of Energy, Samuel Bodman, announced at the 2007 IAEA General Conference that the Department of Energy (DOE) would launch the Next Generation Safeguards Initiative (NGSI). He stated 'IAEA safeguards must be robust and capable of addressing proliferation threats. Full confidence in IAEA safeguards is essential for nuclear power to grow safely and securely. To this end, the U.S. Department of Energy will seek to ensure that modern technology, the best scientific expertise, and adequate resources are available to keep pace with expanding IAEA responsibilities.' To meet this goal, the NGSI objectives include the recruitment of international safeguards experts to work at the U.S. national laboratories and to serve at the IAEA's headquarters. Part of the latter effort will involve enhancing our existing efforts to place well-qualified Americans in a sufficient number of key safeguards positions within the IAEA's Department of Safeguards. Accordingly, the International Safeguards Project Office (ISPO) at Brookhaven National Laboratory (BNL) hosted a Workshop on Enhanced Recruiting for International Safeguards (ERIS) on October 22 and 23, 2008. The ISPO used a workshop format developed earlier with Sonalysts, Inc., that was followed at the U.S. Support Program's (USSP's) technology road-mapping sessions. ISPO invited participants from the U.S. DOE, the IAEA, the U.S. national laboratories, private industry, academia, and professional societies who either are experts in international safeguards, or understand the challenges of recruiting for technical positions. The 44 participants represented eight national laboratories, four universities, three government organizations, two international organizations, two professional organizations, and three small companies. The goal of the ERIS workshop was to improve efforts to engage U.S. citizens for IAEA positions in the Department of Safeguards. The participants considered the specific challenges of recruiting professional staff, safeguards inspectors, and managers. At the workshop's conclusion, participants presented their findings to the NNSA Office of International Regimes and Agreements (NA-243). The report's major findings are summarized.

Book excerpt: Since its creation in 2008, the Human Capital Development (HCD) subprogram of NNSA s Next Generation Safeguards Initiative (NGSI) has been striving to develop sustainable academic and technical programs that support the recruitment, education, training, and retention of the next generation of international safeguards professionals. This effort endeavors to develop additional human resources to equip a new cadre of safeguards and nonproliferation experts to meet the needs of both the United States and the International Atomic Energy Agency (IAEA) for decades to come, specifically in response to data that indicates that 82% of the 2009 safeguards experts at U.S. Laboratories will have left the workforce within 15 years. This paper provides an update on the status of the program since its last presentation at the INMM Annual Meeting in 2010, including strengthened and integrated efforts in the areas of graduate and post-doctoral fellowships, young and mid-career professional support, additional short safeguards coursework, and expanded university engagement. In particular, the paper will cover the NGSI Human Capital Roadmap currently being developed in safeguards and nonproliferation education, training, and knowledge retention. The NGSI Human Capital Roadmap aims to provide additional data points and metrics on where the human capital demand lies, which disciplines and skill sets are needed in the field, and how NGSI HCD can best address these issues to meet future demand.

This potential growth also has increased, in some quarters, concern that nonproliferation considerations are not being given sufficient attention. In particular, since introduction of many new power reactors will lead to requiring increased uranium enrichment services to provide the reactor fuel, the proliferation risk of adding enrichment facilities in countries that do not have them now led to proposals to provide the needed fuel without requiring indigenous enrichment facilities. Similar concerns exist for reprocessing facilities. Internationalization of the Nuclear Fuel Cycle summarizes key issues and analyses of the topic, offers some criteria for evaluating options, and makes findings and recommendations to help the United States, the Russian Federation, and the international community reduce proliferation and other risks, as nuclear power is used more widely. This audience includes the United States and Russia, other nations that currently supply nuclear material and technology, many other countries contemplating starting or growing nuclear power programs, and the international organizations that support the safe, secure functioning of the international nuclear fuel cycle, most prominently the International Atomic Energy Agency.
