This has occurred as the barriers between so-called ‘high’ and ‘popular’ culture continue to disintegrate. Sport is now a key component within strategies for the cultural regeneration of cities and regions, a tendency with mixed outcomes - at times fostering genuinely democratic arrangements, at others pseudo-democratic arrangements, whereby political, business and cultural elites manipulate a sense of sameness and unity among their fellow citizens to smooth the path for the pursuit of what are actually vested interests. Almost any active enactment of a ‘sports city of culture’ risks divisiveness. Recognizing controversies, with both potentially positive and negative outcomes, this book examines sport within contexts of urban and regional regeneration, via a number of rather different case studies. Within these studies, the role of sport stadium development, franchise expansion and sports-fan (and anti-sport) activism is addressed and articulated with issues concerning, inter alia, public funding, environmental impact, urban infrastructure and citizen identity. The ‘sport in the city’ project commenced as a research symposium held at the University of Otago, Dunedin, New Zealand and number of the essays originate from this occasion. Book excerpt: In New Zealand’s France, Dr Alistair Watts investigates the origins of the New Zealand nation state from a fresh perspective — one that moves beyond the traditional bicultural view prevalent in the current New Zealand historiography. That New Zealand became British in the 1840s owes much, Dr Watts contends, to that other great colonial power of the time, France. The rich history of British antagonism towards the French was transported to New Zealand in the 1830s and 1840s as part of the British colonists’ cultural baggage, to be used in creating an old identity in a new land. Even as the British colonists sought a new beginning, this defining anti-French characteristic caused them to override the existing Māori culture with their own constructs of time and place. Leaving their signature names in the cities of Wellington and Nelson and naming their streets after Waterloo and Collingwood, the British colonisers attempted to establish a local antithesis of France through a bucolic Little Britain in the South Pacific. It was this legacy, as much as the assumed bicultural origins of modern New Zealand, that produced a Pacific country that still relies on the symbolism of the Union Jack embedded in the national flag and the totemic constitutional presence of the British Crown to maintain its national identity. This is the story of how this came about.

It focuses on the award-winning EP What’s Be Happen? by the band Herbs, which has been recognised for its ground-breaking music and social commentary in the early 1980s. Herbs’ songs address the racism and ideology of the apartheid regime in South Africa and the relationship between sport and politics, as well as universally relevant conflicts over race relations, the experiences of migrants, and the historic and ongoing loss of indigenous people’s lands. The book demonstrates the striking compatibility between Bakhtin’s theorisation of utterances as ethical acts and reggae music, along with the Rastafari philosophy that underpins it, which speaks of resistance to social injustice, of ethical values and the kind of society people seek to achieve. It will appeal to a cross-disciplinary audience of scholars in Bakhtin studies; discourse analysis; popular cultural studies; the literary analysis of popular music and lyrics, and those with an interest in the culture and politics of Aotearoa New Zealand and the Pacific region.
