The object and end of an unlimited go" vernment, is to direct the actions of mankind to the glory of " the citizen, of the state, and of the sovereign. This glory in " such states, bursts forth in such great actions as are able, in the " very same proportion, to promote the happiness of the sub" jects, as liberty itself." Catharine insists on the necessity of a concentrated supremacy over extensive territories, and uses the arguments of our consolidating politicians, not forgetting to urge that ambition, from its love of glory, is equal to liberty. She asserts, in concurrence with history, that absolute power is necessary to govern an extensive territory. Between this conclusion, dictated by the laws of nature, and a territorial division of powers, lies our alternative. The geography of our country and the character of our people, unite to demonstrate that the ignorance and partiality of a concentrated form of government, can only be enforced by armies; and the peculiar ability of the states to resist, promises that resistance would be violent; so that a national government must either be precarious or despotic DEGREES. By dividing power between the federal and state governments, local partialities and oppressions, the common causes of revolution, are obliterated from our system. This division is contrived, not only for avoiding such domestic! evils, but also for securing the United States against foreign aggression. Unlike Adams, he rejects the concept of "a natural aristocracy" of "paper and patronage" and a federal government based on a system of debt and taxes. He considers the American government to be one of divided powers responsible to the sovereign people alone. Opposed to the extent of power awarded to the executive office, he calls for shorter terms for the president and all elected officers. Charles Beard said this work "deserves to rank among the two or three really historic contributions to political science which have been produced in the United States." JOHN TAYLOR [1753-1824] was known as "John Taylor of Caroline County, Virginia." He served in the Continental Army and later in the Virginia House of Delegates, then served three terms as a member of the United States Senate. He is considered to be one of the nation's greatest philosophers of agrarian liberalism. He was one of the nation's first proponents of states' rights. His works include New Views of the Constitution of the United States (1823), Construction Construed, and Constitutions Vindicated (1820) and A Defence of the Measures of the Administration of Thomas Jefferson. By Curtius (1804), an argument in favor of the achievements of the first Jefferson administration.

The Algonquian word for this country, which means 'swamp-on-a-hill,' was transliterated as 'poquosin' by seventeenth-century English settlers. Interweaving social, political, economic, and military history with the story of the landscape, Kirby shows how Native American, African, and European peoples have adapted to and modified this Tidewater area in the nearly four hundred years since the arrival of Europeans. Kirby argues that European settlement created a lasting division of the region into two distinct zones often in conflict with each other: the cosmopolitan coastal area, open to markets, wealth, and power because of its proximity to navigable rivers and sounds, and a more isolated hinterland, whose people and their way of life were gradually--and grudgingly--subjugated by railroads, canals, and war.
