Rapidly changing technology is expanding the options available for improving the quality, range and delivery of statistics whilst reducing the cost, and at the same time is putting pressure on producers and users to keep up with the latest techniques, both as management views develop of what is possible and simply through peer group pressure. In the areas of official statistics, it is clear that new technologies will change our approach to the whole range to activities from systems design, through data collection, processing, analysis and dissemination, to the structure of the European Statistical System and internal organization of national statistical institutes. Eurostat has a central role in promoting and coordinating the development and use of statistics in public administrations, which extends to the adoption of new techniques and technologies as they are proven validated. An important aspect of this role is to anticipate needs, to stimulate, encourage and fund research work of common interest, to support national initiatives and to prove a forum for discussion. In this new book techniques and technologies in statistics are described. The needs and constraints of official staticians are described as well as the latest developments of researchers. The book presents the research and development projects funded by the European Commission in the development of statistical tools and techniques under the R&D framework programme and the progress to date in the current Development of Statistical Information Systems (DOSIS) programme.

The recent IPMU conference held at La Sorbonne in Paris brought together some of the world's leading experts in uncertainty and information fusion. In this volume we have included a selection ofpapers from this conference. What should be clear from looking at this volume is the number of different ways that are available for representing uncertain information. This variety in representational frameworks is a manifestation of the different types of uncertainty that appear in the information available to the users. Perhaps, the representation with the longest history is probability theory. This representation is best at addressing the uncertainty associated with the occurrence of different values for similar variables. This uncertainty is often described as randomness. Rough sets can be seen as a type of uncertainty that can deal effectively with lack of specificity, it is a powerful tool for manipulating granular information.

Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. This congress marked the tenth such meeting from its inception in 1974 at Vienna and maintained the tradition of providing a forum for the open discussion of progress made in computer oriented statistics and the dissemination of new ideas throughout the statistical community. It was gratifying to see how well the groups of theoretical statisti cians, software developers and applied research workers were represented, whose mixing is an event made uniquely possible by this symposium. While maintaining traditions certain new features have been introduced at this con ference: there were a larger number of invited speakers; there was more commercial sponsorship and exhibition space; and a larger body of proceedings have been published. The structure of the proceedings follows a standard format: the papers have been grouped together according to a rough subject matter classification, and within topic follow an approximate aphabetical order. The papers are published in two volumes ac cording to the emphasis of the topics: volume I gives a slight leaning towards statistics and modelling, while volume II is focussed more on computation; but this is certainly only a crude distinction and the volumes have to be thought of as the result of a single en terprise.
