The findings of the research have produced significant areas of contrast and comparison with the author's earlier work on women. This is drawn out throughout the book, placing the study of Russian men in a broader gendered context. The issues raised by the men mirror concerns discussed in men's studies literature and popular discourse beyond Russia. This is so not only because, as in any society, an effectively functioning state administration is necessary to the proper functioning of a complex economy and legal system, but also because, in Russian circumstances, factors of economic geography tend to increase costs of production compared to the rest of the world. These mutually reinforcing factors include: the extreme severity of the climate, the immense distances to be covered, the dislocation between (European) population centers and (Siberian) natural resource centers, and the inevitable predominance of relatively costly land transportation over sea-borne transportation. As a result, it is questionable whether Russia can exist as a world civilization under predominantly liberal economic circumstances: in a unified liberal global capital market, large-scale private direct capital investment will not be directed to massive, outdoor infrastructure projects typical of state investment in the Soviet period.

Book excerpt: In the last decade, market-centered economic reforms have been implemented in a wide range of developing and transitional countries under the auspices of the international financial institutions. Whether or not they deliver the promised prosperity, they appear to be associated with widening economic inequality as well as disadvantage for particular social groups, among them women and workers. Recharacterizing Restructuring argues that such effects are neither temporary nor accidental. Instead, efforts to promote growth through greater efficiency inevitably engage distributive concerns. Change in the status of different groups is connected to the process of legal and institutional reform. Part I analyzes the place of law and institutional reform in current economic restructuring policies. Through post-realist legal analysis and institutional economics, it discusses the role of background legal rules in the allocation of resources and power among different groups. Part II traces how disadvantage might result for women in the course of economic reform, through an analysis of the World Bank's proposals for states in transition from plan to market economies. It considers such foundational issues as the place of unpaid work in economic activity, as well as the gendered nature of proposals to re-organize productive activity and the role of the state.

There are many similarities between Russia and Ukraine, indicating such a continuation. Russia and Ukraine had a lot in common in terms of culture, language and history, partly also because of their common origin. After the dissolution of the Soviet Union, however, the two independent countries chose different routes of development. This makes it possible to distinguish between the effects of politics/reforms on the one hand, and the impacts from the Soviet system on the other. After some more or less chaotic development paths in the 1990s, showing clear differences between the two countries, and before the contemporary conflict broke out in Eastern Ukraine (2013), they had once again more similarities in terms of political leadership and policies in general. The chapters in this book focus on Ukraine and on two regions in Russia: Nizhny Novgorod and Archangelsk. Contributors look at attitudes towards poverty and poor people; strategies of the poor; and policies against poverty. This book was published as a special issue of the Journal of Contemporary Central and Eastern Europe.
