The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. This paper presents a Commonwealth vulnerability index that is designed to quantify vulnerability, and hence provide a means to identify vulnerable states. This index can be used as an operational tool in determining whether small states should be accorded differential treatment by the international community. It is intended as an additional criterion to augment other factors, such as per capita income, which are taken into account in reaching decisions on the treatment of certain developing countries by international organisations.
