On the one hand, with the collapse of our erstwhile Cold War adversary, basic questions of national security strategy are once again in play. In light of this change, there has never been greater scope for reviewing U.S. national objectives and threats to them, creatively weighing these against resources available, and crafting a strategy suitable to new and emerging conditions. At the same time, extraordinary developments emerging from the technology base are opening up possibilities for radically new ways of conducting military operations. Taken together, these trends should spark a wide-ranging set of debates about the best way for this nation to go about protecting and advancing its interests in the future, the roles that military power should play in U.S. national security strategy, and the appropriate size and mix of U.S. military forces. Yet, to date, these debates have seemed constricted, if not stillborn. Perhaps one reason for this is that Americans have not yet embraced a broad set of guiding objectives for U.S. foreign policy and security strategy. Too, the shrinking of the defense budget poses a seemingly endless set of management challenges as we try to downsize the defense establishment without severely disrupting the activities of commanders and forces in the field. Resource constraints have also heightened sensitivities, so that at the level of military force structure and program analysis, it is difficult to escape the feeling that every position is evaluated first through the lens of Service parochialism.

Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. This report describes the challenges policymakers have faced as seen through the lens of the three major force structure reviews that have taken place over the past decade: the 1990 Base Force, the 1993 Bottom-Up Review, and the 1997 Quadrennial Defense Review. The report focuses on the assumptions, decisions, and outcomes associated with these reviews as well as the planning and execution of each. It concludes that all three reviews fell short of fully apprehending the demands of the emerging threat environment, and the budgets that would be needed and afforded, resulting in a growing imbalance between strategy, forces, and resources over the decade. Accordingly, the report recommends that future defense planners adopt an assumption-based approach in which key planning assumptions are continually reassessed with a view toward recognizing--and rapidly responding to--emerging gaps and shortfalls.
