Research on the Southern Ocean and the Antarctic ice sheets is becoming increasingly urgent not only for understanding the future of the region but also its interconnections with and impacts on many other parts of the globe. The U.S. National Science Foundation (NSF) provides U.S. researchers with broad access to the continent and its surrounding ocean. A Strategic Vision for NSF Investments in Antarctic and Southern Ocean Research identifies priorities and strategic steps forward for Antarctic research and observations for the next decade. This survey presents a decadal vision for strategic investments in compelling research and the infrastructure most critical for supporting this research. This report makes recommendations for high-priority, larger-scale, community-driven research initiatives that address questions poised for significant advance with the next decades. This report also outlines a roadmap through which the vision and these priorities can be met.

Book excerpt: In September 2012, the Natural Environment Research Council (NERC) announced a consultation process on proposals to merge the British Antarctic Survey and National Oceanography Centre. It argued that there was a strong strategic case for the merger, arising from scientific synergies between the organisations, a drive to maximise the social and economic impact of scientific research output and a need to make the most cost effective use of marine and polar infrastructure. A number of serious concerns have been raised about the prospect of merging the British Antarctic Survey and National Oceanography Centre, and the way in which the consultation has been handled. It's important that these concerns are addressed by NERC before any further action is taken. NERC has not properly consulted on whether a merger is the best way to achieve its objectives and has not provided an adequate evidence base to support its case for a merger, with the absence of projected cost savings being particularly notable. In addition, NERC does not appear to have given adequate consideration to the British Antarctic Survey's geopolitical role when drafting its consultation proposals. Nor has it demonstrated an awareness of UK political commitments on protecting the environment, and polar regions in particular. NERC should consider whether its aims could be achieved by means other than a merger. Future consultations should be carried out with better engagement with scientists and other stakeholders

It deals with the interplay of science and politics and how^ such interplay affects research agendas. The focus is on polar research in Antarctica, a continent that has been much in the news during the past couple of years. It gives me particular pleasure to thank all the speakers who took part in the program. All of them have many commitments and involvements in international polar research and the protection of Antarctica for its scientific and aesthetic values. The fact that such a distinguished group has been willing to come to Goteborg, to my mind attests to the importance and timeliness of our topic and the relevance of epistemological and policy issues in this field. A presentation of each speaker and author is made within the relevant chapters in the text. My interest in the Antarctic has its origins in discussions with Anders Karlqvist, the Director of the Swedish Polar Research Secretariate at the Royal Academy of Science in Stockholm. Anders and I had worked together in the early 80's in a program on Technology and Culture, among other at the Research Policy Institute in Lund. At the time he was with the Swedish Council for Planning and Coordination of Research (FRN), its Committee for Future Oriented Research headed by Torsten Hagerstrand.

The book brings together discussions from a symposium held at the University of Göteborg in Sweden, where a unique interaction between scientists, research administrators and philosophers of science homed in on the implications for science that flow from the shift towards an environmentalist focus in Antarctica. It is argued that changing trends in Antarctic research must be understood bifocally, i.e. with reference both to political changes and epistomological considerations. This places the book squarely in two different discourses, one in the social studies of science and technology, with special reference to science policy, and the other in environmental studies, with special reference to Antarctica. Book excerpt: The Antarctic's unique environment and position on the globe make it a prime location to gain insights into how Earth and the universe operate. This report assesses National Science Foundation (NSF) progress in addressing three priority research areas identified in a 2015 National Academies report: (1) understanding the linkages between ice sheets and sea-level rise, including both a focus on current rates of ice sheet change and studies of past major ice sheet retreat episodes; (2) understanding biological adaptations to the extreme and changing Antarctic environment; and (3) establishing a next-generation cosmic microwave background (CMB) program, partly located in Antarctica, to study the origins of the universe. NSF has made important progress understanding the impacts of current ice sheet change, particularly through studies focused on the ice sheet and ocean interactions driving ongoing ice mass loss at the Thwaites Glacier and Amundsen Sea region in West Antarctica. Less progress has been made on studies of past major ice sheet retreat episodes. Progress is also strong on CMB research to understand the origins of the universe. Progress has lagged on understanding biological adaptations, in part because of limited community organization and collaboration toward the priority. To accelerate progress during the second half of the initiative, NSF could issue specific calls for proposals, develop strategies to foster collaborations and partnerships, and commission a transparent review of logistical capacity to help illuminate strategies and priorities for addressing resource constraints. Such efforts would also help optimize science and proposal development in an environment of inherently constrained logistics.

Book excerpt: Ocean processes are fundamental to climate and weather patterns across the world; they provide minerals, foods and chemicals as well as being major energy resources, both hydrocarbons and renewables. Oceans also provide services in the form of transport, trade, communications and recreation; as well as services through the maintenance of biological and landscape diversity, the importance of which may only be fully appreciated by future generations. For all these reasons, the Committee's report finds that, despite the impressive research efforts of UK institutions and individual scientists, oceans need to be monitored and studied more thoroughly than has been the case up to now with better co-ordination of activities and increased overall levels of funding. The Committee's central recommendation is that there should be a new marine science agency, replacing the current inter-agency co-ordinating committee, with a remit to co-ordinate marine science throughout the UK, promoting marine science education in schools, universities and to the wider public. Overall responsibility for the UK's marine science strategy should be invested in a designated minister within Defra. The new agency should undertake a strategy to tackle skills shortages in marine science and technology, engaging with industry and facilitating UK involvement in international organisations, as well as co-ordinating ocean monitoring and observations. Another key task will be to ensure the balance of research effort between the different strands within marine science and between the crucial polar regions, with a greater focus in the Arctic, albeit not at the expense of the work conducted by the British Antarctic Survey. Concerns are raised over the research vessel capacity available to UK scientists provided by NERC, especially for coastal research, and with regards to the adequacy of Defra's plans to establish marine protected areas under the forthcoming marine bill.
