The date of 21 November 2021 marked the 15th anniversary of the Comprehensive Peace Agreement (CPA) which concluded the decade-long civil war that had ravaged Nepal. Despite avoiding a resurgence of statewide conflict, Nepal’s post-conflict era has been far from perfect. This era has witnessed ethnic violence, rampant corruption, the politicisation of key public institutions and a failure to fully implement the provisions of the CPA. The resulting lack of socio-economic progress has led to large-scale dissatisfaction within the country and even given rise to elements within Nepal who reject the framework of the CPA and the 2015 constitution. With a focus on the years following the 2015 constitution, this book offers an analysis of post-conflict Nepal and explores issues relating to ex-combatants, transitional justice, women, socio-economic affairs, and federal governance. The contributors are all scholar-practitioners, some of whom had direct involvement in the peace process, and are therefore able to offer unique insights into the processes and challenges of Nepal’s long journey to addressing past grievances and promoting future peace in the country. Book excerpt: There is a growing focus on gender-sensitive approaches and women’s empowerment in the water, sanitation, and hygiene sectors. At the same time, there is a lack of metrics to measure women’s empowerment in the WASH sector. Such metrics are important for understanding the types of programmatic interventions that are most needed for addressing women’s empowerment, as well as for assessing their impacts on women’s empowerment. In this report, we describe the development of a Women’s Empowerment metrics for Water, Sanitation, and Hygiene (WE-WASH). We collected data from individual women and men in 812 households in Malawi and 826 households in Nepal. Using the data, we develop 14 indicators and establish cutoff thresholds (i.e., whether the individual is empowered) in the areas of intrinsic, instrumental, and collective agency in WASH; instrumental and intrinsic agency in menstrual hygiene management; and the empowerment environment (or resources for empowerment). In each country, we observe differences in empowerment levels between women and men, that favor men on most outcomes. Notably, in both countries, we find that women are much less likely than men to contribute to WASH infrastructure decisions, and most women are spending an undue amount of time contributing to WASH-related labor. In Nepal especially, agency related to menstrual hygiene management is also a substantial area of disempowerment for women.

On the one hand, the growth rate in the land system’s productive capacity of food has played a key role in global food provision. Technological breakthroughs in wheat and rice production during the past few decades, for instance, have greatly contributed to the maintenance of this growth rate in many parts of the world. On the other hand, however, the terrestrial food production system is facing increasing challenges from environmental stressors ranging from climate change, air pollution to land degradation. Whether and how the global land system will support the food security of more than 10 billion people in the 21st century while minimizing its environmental footprint remains an open question to debate. It is inevitable that the global food production system has to be shifted from focusing on production expansion to land system resilience so that the dual goals of sustainable production and environmental friendliness can be simultaneously achieved.

First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)†“adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country. In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
