Book excerpt: Since its establishment as a policy research institute in 1990, the Institute for In- grated Development Studies (IIDS) has been engaged in promoting public awa- ness and understanding of issues of national importance by undertaking studies and research on contemporary themes. It has been disseminating findings of its studies to policymakers in the public and private sectors and ultimately to the public at large. Water resources is one of the areas of strong public interest in Nepal. It is cons- ered a potent engine of economic growth. Its optimal use is dependent on, among other things, the cooperation among the riparian countries, especially India and Bangladesh. Water resources development is one of the subjects in which the Ins- tute has been engaged since its beginning by undertaking studies through national professionals and joint studies on the water resources of the Ganges, Brahmaputra and Meghna river basins with policy research institutes from India and Bangladesh. In order to help policymakers to develop long-term perspectives of the need for cooperation for optimal use of water available in the tributaries of the Ganges, the Institute was involved in a major track-two exercise for over five years during the 1990s. The Institute has been undertaking a series of exercises in the form of p- lication and dissemination of study findings in the field since the early 1990‘s. In that series, this book is the latest one and is published in collaboration with Springer Science + Business Media BV, Dordrecht, The Netherlands.

New Delhi had made a bold bet in 2005, but one that contained two mutually fortifying flaws: the abolition of the monarchy and the empowerment of the former Maoist rebels. The world's only Hindu monarch and kingdom were bound to India in a special relationship that neither country needed to define or assert. True, Indians had been put off by successive Nepalese monarchs playing New Delhi off against Beijing. In retrospect, a little more compassion for Nepal's compulsions might have put things into sharper relief. Nepalese Maoists, being communists first, were trained to denounce Indian 'expansionism' before American 'imperialism'. Experience may have impelled the senior leadership to make practical compromises. It was a leap of faith for New Delhi to trust the leadership to rein in their cadres' radicalism. More broadly, since India had also enlisted Western democracies, it needed to address their often-contradictory concerns throughout Nepal's turbulent transition.

Book excerpt: Trans-boundary rivers between Nepal and India have long signified both cooperation and dispute. Though both countries are highly interested in mutual cooperation for the development of the shared rivers, their attempt to bring things to a successful solution has been hampered by debate. Several treaties and agreements have been signed over time by these countries, such as the Koshi Agreement, the Mahakali Treaty, the Gandak Agreement, etc. While some of these have generated positive outcomes, others are languishing, for reasons political rather than technical. Nepal is not able to harness its water resources, while India is seeking cooperation in order to utilise the shared water. Lack of trust, negotiations and compromise along with vested political interests have affected the degree of cooperation over shared rivers between India and Nepal. To make cooperation more fruitful, the two countries first need to build trust, identify the merits and demerits, compromise for the sake of the common good, share information with each other and implement the mutually agreed upon cooperation package. The essays in this volume bring together a spectrum of viewpoints on this issue. This volume is the outcome of an international conference on this subject organised by the Maulana Abul Kalam Azad Institute of Asian Studies, Kolkata (MAKAIAS) in collaboration with the B. P. The ethnic minorities, legally recognized in India and Nepal have emerged as powerful groups influencing the political imagery in both these countries. The state, partially inspired by India is now looking at institutionalizing procedures to integrate the indigenous people as citizens. The construction of an identity through narratives, village theatre and other cultural expressions have become part of the subtle process of reinventing tradition. The Politics of Ethnicity in India, Nepal and China analyzes the reshaping of ethnic boundaries through acculturation, conversion, education, and religious movements, in times of conflict as well as in times of peace, highlighting how the indigenous people of India and Nepal frame a new sense of identity informed by 'reinvented' custom. This may offer a way to conciliate self-governance and democracy. In India, development programmes launched in different regions by the states have led to further deprivation of indigenous people and conflicts over environmental issues. This volume enables the reader to grasp the reformulation of identities influenced by cultural strategies of empowerment. As mentioned earlier, in both India and Nepal, the tribal has been considered a political agent in the national imagination. Besides, it is not by chance that current concern over biodiversity in a globalizing world has in many ways laid hope in tribal practices which are regarded as sustainable. Yet biodiversity also comes with the promise of a different lifestyle contrasting with the homogenized consumerism which dominates today's capitalist economy. Adivasi/janajati societies have often developed a policy of resisting global, capital, savage and corrupt industrial exploitation. For instance, they maintain 'sacred groves' as religious emblems of indigenous knowledge in central India and in the Khasi and Garo hills. This volume also discusses the progressive discovery of tribal art and its present status in the national context. It traces the story of how these art forms came to be recognized as such, underlining factors such as state patronage, which played an important role in this process. Retracing the path these artefacts took from local workshops to craft-exhibitions, museums and shops in the capital of Orissa State and on to those of the Indian Union capital city (New Delhi).
