Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both why sovereign powers might liberalize and when. The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. Chapters cover topics as diverse as the politics of seventeenth-century England and of twentieth-century Chile; why so many countries have liberalized in recent decades; and why even democratic governments see a need to reduce state power. The book makes use of formal modeling, statistical analysis, and traditional historical analysis. Book excerpt: Over the past several decades, the Dominican Republic has experienced striking political stagnation in spite of dramatic socioeconomic transformations. In this work, Jonathan Hartlyn offers a new explanation for the country's political evolution, based on a broad comparative perspective. Hartlyn rejects cultural explanations unduly focused on legacies from the Spanish colonial era and structural explanations excessively centered on the lack of national autonomy. Instead, he highlights the independent impact of political and institutional factors and historical legacies, while also considering changes in Dominican society and the influence of the United States and other international forces. In particular, Hartlyn examines how the Dominican Republic's tragic nineteenth-century history established a legacy of neopatrimonialism, a form of rule that found extreme expression in the brutal dictator Rafael Trujillo and has continued to shape politics down to the present. By examining economic policymaking and often conflictual elections, Hartlyn also analyzes the missed opportunity for democracy during the rule of the Dominican Revolutionary Party and the democratic tensions of the administrations of Joaquin Balaguer.

IOs intervene in military, financial, economic, political, social, and cultural affairs, and increasingly take on roles not explicitly assigned to them by law. Sinclair contends that this 'mission creep' has allowed IOs to intervene internationally in a way that has allowed them to recast institutions within and interactions among states, societies, and peoples on a broadly Western, liberal model. Adopting a historical and interdisciplinary, socio-legal approach, Sinclair supports this claim through detailed investigations of historical episodes involving three very different organizations: the International Labour Organization in the interwar period; the United Nations in the two decades following the Second World War; and the World Bank from the 1950s through to the 1990s. The book draws on a wide range of original institutional and archival materials, bringing to light little-known aspects of each organization's activities, identifying continuities in the ideas and practices of international governance across the twentieth century, and speaking to a range of pressing theoretical questions in present-day international law and international relations.

This study suggests further price reforms for the energy, grain, and transport sectors. It explains why energy price adjustments should have only a modest effect on consumer prices, but a highly positive effect on the economy. It discusses why China may have to reduce consumer subsidies to achieve the necessary reforms for grain prices. The study describes what the government must do to strengthen commodity markets, generate competition, and make allowances for seasonal price variations. China's transport sector has been a critical development bottleneck. The paper reviews tariff adjustments and other reforms that would modernize the transport system and help it meet growing demand. These reforms also would encourage energy conservation and help integrate the national economy.
