Together, these case studies represent a broad overview of groups that formed as a reaction to proposed demolitions of residents' housing, and groups that formed as a way to manage residents' homes and public space better. Drawing from the case studies, the toolkit includes the use of formal planning instruments, as well as other strategies such as sustained campaigning and activism, forms of citizen-led design, and alternative proposals for the management and ownership of housing by communities themselves. Community-Led Regeneration targets a diverse audience: from planning professionals and scholars working with communities, to housing activists and residents resisting the demolition of their neighbourhoods and proposing their own plans.

Book excerpt: The concepts of community consultation and participation have come to dominate academic and policy debate about urban regeneration partnerships. However, there has been relatively little discussion about the nature of 'community power' within regeneration partnerships. Adopting an ethnographic approach in the study of community participation and power and the significance of 'race' in three ethnically diverse neighbourhoods in London, this book highlights that there has been a 'pluralistic turn' in British urban regeneration policy. Local communities, often portrayed as the least powerful partner within partnerships, are shown to use various strategies to influence decision-making, thus giving rise to a new typology of pluralism - 'pragmatic'; 'hyper-' and 'paternalistic'. Furthermore, the significance of 'race' (and racism) within community forums and regeneration partnerships is challenged. The playful use of the term (In) Significance in the title is linked to the argument that, although racism exists, 'race' does not always matter.

In doing so, the book provides a longitudinal case study on how various central government community empowerment agendas have played out at a local level. It offers important lessons and indicates how they might work more effectively in future.

Book excerpt: The Government set out its new approach to regeneration in Regeneration to enable growth: What Government is doing in support of community-led regeneration (DCLG). But the document gives the Committee little confidence that the Government has a clear strategy for addressing the country's regeneration needs. It lacks strategic direction and is unclear about the nature of the problem it is trying to solve. It focuses overwhelmingly upon the achievement of economic growth, giving little emphasis to the specific issues faced by deprived communities and areas of market failure. The proposed measures are unlikely to bring in sufficient resources. Funding for regeneration has been reduced dramatically and disproportionately over the past two years, and unless alternative sources can be found, there is a risk of problems being stored up for the future. Also lacking is a strategy for attracting private sector investment. And the document gives too much prominence to changes to the planning system and does not acknowledge the benefits effective planning has brought to regeneration. The financial and economic climate has impacted dramatically upon regeneration, but the withdrawal of Housing Market Renewal Funding in particular has created significant problems, leaving many residents trapped in half-abandoned streets. The Committee suggests a number of measures that could, as part of a wider approach, contribute to stimulating regeneration and incentivising private sector involvement. The Government should now produce a national regeneration strategy which sets out a coherent approach to tackling deprivation and market failure in the country's most disadvantaged areas.
