Through the application of Gottfredson and Hirschi’s general theory of crime and Shaw and McKay’s social disorganization theory, the authors of this Brief examine the importance of family socialization and school and neighborhood for self-control of youth in three Russian cities, replicating results from an earlier study in Germany. The cases presented in the Brief found that family socialization is important for self-control, but it interacts with school and neighbourhood contexts. According to the study, school social control as a structural characteristic can lead to less delinquency, even if students did not develop self-control. Self-control mediates parental supervision and attachment to parents on one hand, and juvenile delinquency on the other hand. However it was not found to mediate neighbourhood context characteristics. The results of the study provide a research framework that can be applied to other international, comparative contexts. It will be of interest to researchers in Criminology and Criminal Justice, particularly Developmental and Life-Course Criminology, as well as related fields such as Public Policy and Social Work.

Book excerpt: The literature suggests that neighborhoods with organized criminal networks would have lower crime rates than other neighborhoods or communities, because of the social control their organization exerts on residents and visitors. Italian-American organized crime seems to have characteristics that would translate throughout the neighborhood, with reputation serving as a protective factor. The results imply that Mafia presence does not influence neighborhood social control, but they do reinforce social disorganization theory. The foundation of this theory is neighborhood stability; the more unstable a neighborhood is, the more susceptible the neighborhood is to crime and dysfunction. Factors like low socioeconomic status and density influence neighborhood stability. Future research should attempt to have more accurate representations of Mafia presence and neighborhood characteristics.

To date, the majority of research pertaining to social control has focused on informal social control at the private level. Recent research has suggested, however, that informal social control at the parochial level is gaining significance due to changes within society. Using individuals' perceptions measured through survey data in Peoria, Illinois, this study seeks to determine if neighborhood structural and social characteristics, posited by social disorganization theory, influence parochial informal social control actions the same way they influence private informal social control actions. Results show that neighborhood structural characteristics influence citizen perceptions of parochial informal social control. Individuals' living in disadvantaged and racially/ethnically diverse neighborhoods were more likely to perceive their neighbors to participate in parochial informal social control actions, e.g. calling the police, than individuals' who live in more advantaged neighborhoods. This suggests that social disorganization theory does not explain parochial informal social control the same way that it has been shown to explain private informal social control. Future studies should rely upon a variety of theoretical perspectives to better test the determinants of parochial informal social control, as well as examine other factors (such as police-citizen relations) that may influence individuals' perceptions of their neighbors participation in parochial informal social control.
