Book excerpt: Tangible Belonging presents a compelling historical and ethnographic study of the German speakers in Hungary, from the late nineteenth to the late twentieth century. Through this tumultuous period in European history, the Hungarian-German leadership tried to organize German-speaking villagers, Hungary tried to integrate (and later expel) them, and Germany courted them. The German speakers themselves, however, kept negotiating and renegotiating their own idiosyncratic sense of what it meant to be German. John C. Swanson's work looks deeply into the enduring sense of tangible belonging that characterized Germanness from the perspective of rural dwellers, as well as the broader phenomenon of "minority making" in twentieth-century Europe. The chapters reveal the experiences of Hungarian Germans through the First World War and the subsequent dissolution of Austria-Hungary; the treatment of the German minority in the newly independent Hungarian Kingdom; the rise of the racial Volksdeutsche movement and Nazi influence before and during the Second World War; the immediate aftermath of the war and the expulsions; the suppression of German identity in Hungary during the Cold War; and the fall of Communism and reinstatement of minority rights in 1993. Throughout, Swanson offers colorful oral histories from residents of the rural Swabian villages to supplement his extensive archival research. As he shows, the definition of being a German in Hungary varies over time and according to individual interpretation, and does not delineate a single national identity. What it meant to be German was continually in flux. In Swanson's broader perspective, defining German identity is ultimately a complex act of cognition reinforced by the tangible environment of objects, activities, and beings. As such, it endures in individual and collective mentalities despite the vicissitudes of time, history, language, and politics.

Book excerpt: Migrants fleeing economic hardship or violence are entitled to a range of protections and rights under domestic and international law, yet they are often denied such protections in practice. In an era of mass migration and restrictive responses, migrant acceptance is often contingent on the expectation that they contribute economically to the host country while remaining politically and socially invisible. These unwritten expectations, which Jeffrey D. Pugh calls the "invisibility bargain", produce a precarious status in which migrants' visible differences or overt political demands on the state may be met with hostile backlash from the host society. In this context, governance networks of state and non-state actors form an institutional web that can provide indirect access to rights, resources, and protection, but simultaneously help migrants avoid negative backlash against visible political activism. The Invisibility Bargain seeks to understand how migrants negotiate their place in receiving societies and adapt innovative strategies to integrate, participate, and access protection. Specifically, the book examines Ecuador, the largest recipient of refugees in Latin America, and assesses how it achieved migrant human security gains despite weak state presence in peripheral areas. Pugh deploys evidence from 15 months of fieldwork spanning ten years in Ecuador, including 170 interviews, an original survey of Colombian migrants in six provinces, network analysis, and discourse analysis of hundreds of presidential speeches and news media articles. He argues that localities with more dense networks composed of more diverse actors tend to produce greater human security for migrants and their neighbors. The book challenges the conventional understanding of migration and security, providing a new approach to the negotiation of authority between state and society. By examining the informal pathways to human security, Pugh dismantles the false dichotomy between international and national politics, and exposes the micro politics of institutional innovation.

Book excerpt: Negotiating Identity addresses the missiological problem of why the Hakka Chinese Christian community in Taiwan is so small despite evangelistic efforts there for more than 140 years. Christofferson explores the tensions between being Hakka and being Christian in northwestern Taiwan and discusses what both Hakka non-Christians and Christians are doing and saying in the context of these tensions. This ethnographic study uses the lens of social constructionism and consequently offers an example of how social science scholarship can help missionaries and other Christian workers to gain significant insights into the thoughts, feelings, and actions of those living in their ministry locations. Of interest is Christofferson's conclusion that the missiological perspective which puts a primary focus on ministering to a "people group" is inadequate for explaining and engaging the complexities encountered in many ministry settings. He suggests that an awareness of the way people are negotiating their identities can help Christian workers to better understand and strategically engage people in a variety of ministry contexts throughout the world.

In this pivotal work of action and discourse analysis, Riva Kastoryano draws on extensive fieldwork--including interviews with politicians, immigrant leaders, and militants--to analyze interactions between states and immigrants in France and Germany. Making frequent comparisons to the United States, she delineates the role of states in constructing group identities and measures the impact of immigrant organization and mobilization on national identity. Kastoryano argues that states contribute directly and indirectly to the elaboration of immigrants' identity, in part by articulating the grounds on which their groups are granted legitimacy. Conversely, immigrant organizations demanding recognition often redefine national identity by reinforcing or modifying traditional sentiments. They use culture--national references in Germany and religion in France--to negotiate new political identities in ways that alter state composition and lead the state to negotiate its identity as well. Despite their different histories, Kastoryano finds that Germany, France, and the United States are converging in their policies toward immigration control and integration. All three have adopted similar tactics and made similar institutional adjustments in their efforts to reconcile differences while tending national integrity. The author builds her observations into a model of ''negotiations of identities'' useful to a broad cross-section of social scientists and policy specialists. She extends her analysis to consider how the European Union and transnational networks affect identities still negotiated at the national level. The result is a forward-thinking book that illuminates immigration from a new angle.

Yet we seldom consider the lives and works of these Intralatino/as when we discuss Latino/as in the United States.In Negotiating Latinidad, a cross-section of Chicago's second-generation Intralatino/as offer their experiences of negotiating between and among the national communities embedded in their families. Frances R. Aparicio's rich interviews reveal Intralatino/as proud of their multiplicity and particularly skilled at understanding difference and boundaries. Their narratives explore both the ongoing complexities of family life and the challenges of fitting into our larger society, in particular the struggle to claim a space—and a sense of belonging—in a Latina/o America that remains highly segmented in scholarship.
