Strategy is traditionally understood as the linkage of ends, ways, and means to achieve specific objectives, while the Department of Defense Dictionary of Military Terms narrows the definition to "A prudent idea or set of ideas for employing the instruments of national power in a synchronized and integrated fashion to achieve theater, national, and/or multinational objectives." OPNAV's task, however, is to formulate an organizational strategy that enables the Navy to support higher-level policy objectives. This type of strategy ideally should be framed by a conceptual analysis of the future security environment and U.S. defense policy. For OPNAV, Navy strategy is transformative in the sense that it offers a plan to create the Navy of tomorrow out of the Navy of today. The prospect of declining budgets and a changing geostrategic environment impose an urgent need for a more rigorous ends, ways, and means decision-making cycle when it comes to this Navy strategy. Over the next several years, the Navy faces the prospect of building fewer ships and airplanes than would be necessary to maintain current fleet size. Without a dramatic change in Congressional budgetary politics, the Navy will get smaller over the next quarter century. In order to ensure its continued ability to meet defense requirements, the Navy needs to connect its organizational strategy to austere budgetary realities as well as to the likelihood of accelerating global political, economic and military change. Without a robust attempt to improve its process of linking strategy to ends, ways and means, and by operationalizing policy priorities, the Navy increases the risk of catastrophic failure in war. This project explores how the Navy's strategy development, planning, and programming processes can be improved to provide Navy leadership with a more robust method to link ends, ways, and means together now and in the future. Book excerpt: As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy's naval strategy system from the post-World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s' maritime strategy and its attendant six hundred -ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy's maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year "strategy of means" where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force's ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy's ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post-Cold War era.

The current volume was originally intended to include documents relating to the development of the Navy's “Maritime Strategy” during the 1980s, but the bulk of relevant material has made it advisable to dedicate a separate volume to that period; this is due to appear shortly. A final volume will then cover documents from the 1950s and 1960s.When combined with Professor Hattendorf 's authoritative narrative of the genesis and development of the “Maritime Strategy,” The Evolution of the U.S. Navy's Maritime Strategy, 1977–1986, Newport Paper 19, these volumes will provide for the first time a comprehensive picture of the evolution of high-level U.S. Navy (and to some extent U.S. Marine Corps) strategic thinking over the half-century following the end of World War II. Many of the documents reprinted here were—and were intended to be—public statements. In all cases, however, these documents remain little known and mostly inaccessible, certainly outside the Navy itself. It is important to emphasize that they need to be read with careful attention to their historical and institutional contexts. They are in any case not always easy to interpret, and they differ substantially in the weight they carried at the time or later. For these reasons, we have felt it essential to present the documents accompanied by a general introductory essay that locates them in their appropriate contexts, as well as by brief commentaries on each providing additional pertinent information and attempting to assess their wider significances. This project, it is hoped, will contribute importantly not just to our understanding of our recent naval history but also to the serious study of military institutions, strategy, and planning more generally. Also, it is worth noting that this material is of more than merely historical interest. The U.S. Navy (with its sister sea services, the Marine Corps and the Coast Guard) is currently on the verge of completing a major review of its naval and maritime strategy in a new era of protracted low-intensity warfare and growing global economic interdependence. This exercise, whatever the immediate result may prove to be, has unquestionably served the valuable purpose of stimulating serious thought about fundamental strategic issues at many levels throughout the Navy. These volumes can be expected to be an important resource in a continuing process of strategic assessment and education as the Navy continues to adjust to a rapidly evolving security environment.

To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. This book will be of much interest to students of naval power, maritime strategy, US national security and international relations in general.
