The navies operating in the region will, therefore, need to depend on high technology and associated doctrines and procedures, so as to effectively deal with the wide spectrum of challenges therein. It will also become incumbent upon such littoral states as can afford the high cost of technology, to catch up so as to maintain their relevance in the great game being played out in their very own backyard. The United States as a leader in inventing and exploiting technology sets its own benchmarks in internalization of advanced technologies to undertake maritime missions at and from the sea in support of its military operations ashore. China, on the other hand, has been striving towards achieving asymmetric war-fighting capabilities, supported by other developing technologies as well as core capabilities like the Beidou position-fixing system, which would be central to network-centric operations, including missile guidance systems. As the IOR increasingly transforms into an arena of extra-regional power play, the implications of technologically enabled confrontations and their impact on resident states are poised to weigh in on a scale never imagined before. There is thus, a greater need for India to gain in-depth knowledge of and develop a perspective on advanced technology sensors, weapons, supporting infrastructures, doctrines and futuristic concepts in the maritime domain and their potential as strategic game changers in the IOR. This book aims to foster greater understanding of the challenges facing the IOR and also look at how the technological advances in the maritime domain may possibly handle such challenges. It should provide useful resource material to those investigating the impact of technology on meeting the maritime challenges in the IOR.

Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.

By opting to showcase its military prowess to the world, the Chinese armed forces have signalled that they have come a long way from what was essentially a rustic and bucolic 'Red Army' that waged a 'People's War' six decades ago. The modernisation programme undertaken by the People's Liberation Army (PLA) can be interpreted as the foundation of deterrence to attain the objectives of military strategy. Today, the Chinese armed forces are preparing to fight small-scale, high-intensity, regional combat and military operations in the future. At the same time, China seeks to deter or prevent their outbreak decisively through the possession of an adequate deterrent force and the determination to use that force. Robust military modernisation of the PLA represents a contrasting facet to the tall claims made by China, in so far as its 'peaceful rise' campaign is concerned. It is difficult to reconcile these rather opposing, while equally reinforcing, ideas. As a consequence, the entire debate on the impending "China threat" (Zhongguo weixie) theory has progressively gained significance within the Asian continent and beyond.
