Book excerpt: The Mediterranean Fleet entered the 1930s looking back to the lessons of Jutland and the First World War but also seeking to incorporate new technologies, notably air power. Unfortunately in the depression years of the early 1930s there was a lack of funds to remedy deficiencies. The problem became critical during the Abyssinian crisis of 1935. The crisis wound down by mid-1936 but the respite did not last long. In June 1936 the Spanish Civil War broke out and the Mediterranean Fleet was soon involved in evacuations of British and other endangered foreigners from Spanish ports as well as the protection of British flagged merchant ships in the war zone. In addition to the Spanish Civil War there was an increase of tension with Germany in 1938 that culminated with the Czechoslovak crisis in September. The situation of the Mediterranean Fleet and its possible actions had the Munich agreement not been reached are described. The Spanish Civil War ended in 1939 with the victory of the Nationalists and the Mediterranean Fleet was again involved in evacuations. By now the prospect of war with Germany and possibly Italy was quite clear and serious preparations for war continued. The plans for war in the Mediterranean are reproduced in detail.

The book disputes the long-standing view that aid to Russia was essentially discretionary, lacking military rationale and undertaken primarily to meet political objectives, with only a minor impact on Soviet war potential. It shows that aid was always grounded in strategic necessity, with the Arctic supply route a constant preoccupation of British and American leaders, absorbing perhaps twenty per cent of Royal Navy resources after 1941 and a significant share of Allied merchant shipping badly needed in other theaters. The Soviet claim, determinedly promoted through the Cold War, that aid was marginal, still influences attitudes in Vladimir Putin’s Russia and contemporary Western opinion. For instance, Germany concentrated its fleet in Norway to forestall a potential British attack while attempting land offensives to cut Russia’s links with its northern ports. It also had vital raw materials to protect. Britain explored potential operations with Russia to dislodge Germany from the Arctic coast and sever her access to important resources. Elegantly written written and incorporating many new perspectives on the Arctic theater, this new work should find a place on the shelves of every historian, scholar and enthusiast whose interests extend to the Russian dimension of the Second World War.

When war broke out with France in 1793, there immediately arose the threat of a renewed French challenge to British supremacy in India. This security problem was compounded in 1795 when the French overran the Netherlands and the extremely valuable Dutch trade routes and Dutch colonies, including the Cape of Good Hope and what is now Indonesia, fell under French control. The task of securing British interests in the East was a formidable one: the distanceswere huge, communication with London could take years, there were problems marshalling resources, and fine diplomatic skills were needed to keep independent rulers on the British side and to ensure full co-operation from the EastIndia Company. The person charged with overseeing this formidable task was Admiral Peter Rainier (1741-1808), commander of the Royal Navy in the Indian Ocean and the East from 1794 to 1805. This book discusses the enormous difficulties Rainier faced. It outlines his career, explaining how he carried out his role with exceptional skill; how he succeeded in securing British interests in the East - whilst avoiding the need to fight a major battle; how he enhanced Britain's commanding position at sea; and how, additionally, in co-operation with the Governor-General, Richard Wellesley, he further advanced Britain's position in India itself. Peter Ward completed a PhD in naval history at the University of Exeter after a career in international personnel management, working for Californian high technology companies in the United States, Hong Kong and Europe.

The 20th century saw the rise of several great maritime and military powers and the relative decline of British strength, which created major defence problems for the British Empire. Various solutions were attempted, such as ententes with France and Russia, the settling of differences with the USA and an alliance with Japan. These sufficed until after World War I, when the Empire gained several new territorial responsibilities, all to be defended on a declining economic base. The dominions were encouraged to pay for their own navies, although the Admiralty wished to assume control of them. The increasing threat from Japan made Australia, New Zealand and other Asian colonies nervous and the promised ’main fleet to Singapore’ became less and less likely as the 1930s wore on.
