Friday Review of Defense Literature The NATO alliance has come under increasing strain since President Reagan's announcement of plans for the strategic defense initiative (SDI) in March 1983. This study examines the logic underlying Western European reactions to SDI and assesses the validity of European anxieties about missile defenses. Systematically analyzing the positions of France, Britain, and West Germany on the full spectrum of NATO defense issues, the author attempts to determine whether strategic and tactical missile defenses can in fact contribute to U.S. and Western security. In his introduction, the author traces the history of NATO's doubts concerning the strategic nuclear guarantee, which were frequently expressed after the Soveits' first successful missile launches in the late 1950s. He next looks at Western European reactions to the SDI announcement and NATO's strategic thinking on deterrence and escalation. He discusses the relation between arms control considerations and the strategic defense initiative, focusing on NATO fears that SDI would lead to the abrogation of the 1972 ABM Treaty and with it the end of the arms control process. Turning to antitactical missile defense, Soofer argues that despite political opposition, there exists a substantial strategic rationale for missile defenses deployed in Western Europe. Offering clarification and new perspectives on many complex defense issues. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

Book excerpt: This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.

The acquisition of longer- range missiles has the potential to extend that threat to the population and territory of the United States and its allies. While NATO member states have agreed to develop Theater Missile Defense (TMD) systems to support forward- deployed troops, they continue to dispute which TMD systems ought to be developed and whether territorial or population defenses ought to be built. In this long-standing dispute, the United States has often found itself at odds with its European allies. This thesis argues that ballistic missile defense remains a potential source of friction between the United States and its European allies, but for substantially different reasons than in the Cold War era. The strategic and political differences which alienated allies during the Cold War have been replaced by economic considerations and the inability to develop a unified BMD strategy. These factors continue to make BMD a divisive issue. To prevent the erosion of Alliance relations, the United States must show greater sensitivity to the interests of its European allies, who in turn must exhibit a greater commitment to NATO goals.

The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR).
