Book excerpt: We estimate the elasticity of private-sector employment to non-oil GDP in the Gulf Cooperation Council (GCC) for GCC nationals and expatriates using a Seemingly Unrelated Error Correction (SUREC) model. Our results indicate that the employment response is lower for nationals, who have an estimated short-run elasticity of only 0.15 and a long-run response of 0.7 or less. The elasticity is almost unity for expatriates in the long run and 0.35 in the short run. We interpret low elasticities as indirect evidence of labor market adjustment costs, which could include hiring and firing rigidities, skills mismatches, and reluctance to accept private sector jobs. Forecasts suggest that, absent measures to reduce adjustment costs, the private sector will only be able to absorb a small portion of nationals entering the labor force.

Book excerpt: Despite the fact that the majority of emigration today originates in the global south, most research has focused on the receiving states of Europe and North America, while very little attention has been paid to the policies of the sending states toward emigration or toward their nationals abroad. Taking the country cases of Morocco, Tunisia, Lebanon and Jordan, this work explores the relationship between the government of the sending states, the outmovement of their citizens and the communities of expatriates that have developed. By focusing on the evolution of government institutions charged with various aspects of expatriate affairs, this work breaks new ground in understanding the changing nature of the relationship between expatriates and their home state. Far from suggesting that the state is waning in importance, the conclusions indicate that this relationship provides evidence both of state resilience and of new trends in the practice of sovereignty.

These expatriates, whose exact employment contract may take different forms, are assigned to help them develop global skills as well as to foster knowledge transfer. But managing this expatriate workforce is extremely complex, requiring a questioning of assumptions and sensitivity to new social and cultural dynamics. This book sets out to examine the problem of expatriate management through an I/O Psychology lens. Each chapter draws upon the expertise of scholars from around the world to provide insights into the latest research findings and remaining needs, pertaining to a wide variety of issues. The contributors of this book review the current state of the research of the issue at hand and then make recommendations for where the new frontiers of the research should be in the coming decades. This volume covers four sets of issues pertaining to expatriate management and global mobility in depth. First, the different decision points organizations must make about assigning someone to an overseas location for some period of time; second the different categories of employees in the multinational corporation and their unique characteristics and challenges; third, the various issues and implications of managing a globally mobile workforce; and fourth, the unique contexts of global mobility. Overarching future research themes are identified that lay out the research agenda for the coming decades. By bringing together key research, this book aims to help I/O psychologists understand, explore, and identify new ways of contributing to the understanding of the issues involved in managing an expatriate workforce. Incorporating state-of-the art I/O psychology research in this unique context bears the promise of yielding important new paradigms and practices.

Book excerpt: The present study proposes a significant role for host country nationals (HCNs) in the expatriate adjustment process. Based on self-categorizaton theory, newcomer socialization research, organizational citizenship behavior (OCB) research, and models of expatriate adjustment, I present a model proposing how social categorization processes influence HCNs' willingness to engage in adjustment-facilitating organizational citizenship behaviors (AOCBs). I further propose that these behaviors have a significant impact on expatriates' adjustment and in turn, other important job-related outcomes of the expatriate. Hypotheses were tested on 115 expatriates and 53 HCNs. Expatriates were contacted directly or via an organizational contact. HCNs were either contacted directly or nominated by their expatriate counterpart to participate in the study. Results reveal support for the main tenets of the model. The willingness to engage in AOCBs was related to outgroup categorization, collectivism, and perceptions of justice. Social support provided by HCNs was found to significantly relate to HCNs' perceptions of their expatriate co-worker's adjustment. Expatriates, however, indicated that spousal adjustment and language ability were more important for their own adjustment. Adjustment was related to other key expatriate outcomes. The research and managerial implications of these results are discussed.

New technologies, their creative applications or synergy across different areas of scientific research or technology development always create opportunities for the employment of particularly creative labour. This book explores the kinds of institutions and structures which need to exist to make sure that such skills are both offered and employed in particular ‘islands of innovation’. Networking Regionalised Innovative Labour Markets illustrates the theme of how existing concentrations of skills in scientific, technological and managerial elites are reinforced through inter-regional mobility using exemplars from a range of countries and regions. These include the US, UK, Italy, Germany, and Central and Eastern Europe. The book’s originality lies in its in-depth assessments of the factors associated with the extent to which some regions hold their positions in networked islands of innovation. It is shown that those islands of innovation that attract highly skilled workers from abroad, particularly those from foreign islands of innovation, perform better for example in the US, Italy and the UK. In contrast, even the most innovative Czech regions tend to lose the highly skilled workers vis-à-vis the most innovative regions of the world, mainly to regions in the USA.
