It draws our attention to the peculiar but structurally necessary coexistence of both primitive and virtual modes of accumulation in the postcolony. From these two major inquiries it develops a new understanding of postcolonial capitalism. The case studies in this volume discuss the production of urban spaces of capital extraction, institutionalization of postcolonial finance capital, gendering of work forms, establishment of new forms of labour, formation of and changes in caste and racial identities and networks, and securitization—and thereby confirm that no study of contemporary capitalism is complete without thoroughly addressing the postcolonial condition. Haksar, Indira Gandhi’s alter ego during her period of glory. Educated in the sciences and trained in law, Haksar was a diplomat by profession and a communist-turned-democratic socialist by conviction. He had known Indira Gandhi from their student days in London in the late-1930s, even though family links predated this friendship. They kept in touch, and in May 1967, she plucked him out of his diplomatic career and appointed him secretary in the prime minister’s Secretariat. This is when he emerged as her ideological beacon and moral compass, playing a pivotal role in her much-heralded achievements including the nationalization of banks, abolition of privy purses and princely privileges, the Indo-Soviet Treaty, the creation of Bangladesh, rapprochement with Sheikh Abdullah, the Simla and New Delhi Agreements with Pakistan, the emergence of the country as an agricultural, space and nuclear power and, later, the integration of Sikkim with India. This power and influence notwithstanding, Haksar chose to walk away from Indira Gandhi in January 1973. She, however, persuaded him to soon return, first as her special envoy and later as deputy chairman of the Planning Commission where he left his distinctive imprint. Exiting government once and for all in May 1977, he then continued to be associated with a number of academic institutions and became the patron for various national causes like protecting India’s secular traditions, propagating of a scientific temper, strengthening the public sector and deepening technological self-reliance. Successive prime ministers sought his counsel and in May 1987, he initiated the reconstruction of India’s relations with China. He remained an unrepentant Marxist and one of India’s most respected elder statesman and leading public figures till his death in November 1998. Drawing on Haksar’s extensive archives of official papers, memos, notes and letters, Jairam Ramesh presents a compelling chronicle of the life and times of a truly remarkable personality who decisively shaped the nation’s political and economic history in the 1960s and 1970s that continues to have relevance for today’s India as well. Written in Ramesh’s inimitable style, this work of formidable scholarship brings to life a man who is fast becoming a victim of collective amnesia.

Book excerpt: 'Attitudinal change' in the context of economic reforms has been referred to in Rodrik and Subramanian (2005), DeLong (2003), Kohli (1989), and Panagariya (2004, 2008). This dissertation provides empirical support for this literature, establishing an earlier start for India's economic policy liberalisation than presented in stylized accounts. It demonstrates the endogenous nature of the origins of these policy shifts. 'Attitudinal change' literature had directed attention to the need for further research into India's policy changes of the early 1980s and for studying broader comparability issues in other developing countries. This research makes a contribution towards filling these gaps. This dissertation shows that India started its economic liberalisation under the Indira Gandhi administration from 1980 to 1984. These findings depart from the conventional view that India's economic policy changes were initiated by the Narasimha Rao government in 1991, or by the Rajiv Gandhi administration in the mid to late 1980s. The dissertation establishes that policy shifts of the early 1980s had endogenous origins in the political leadership's attitudinal changes. The Indira Gandhi administration of the early 1980s revisited the statist policies of its previous tenure from 1966 to 1977. The new approach entailed more openness towards private enterprise, scaling back the role of the public sector, and starting India's integration into the global economy. The dissertation also discusses the comparable role of attitudinal changes at the start of China's policy liberalisation led by Deng Xiaoping from 1978 to 1982. It focuses on the significance and challenges faced by China's political leadership in bringing about societal attitudinal change. The dissertation concludes by drawing comparisons between India and China, developing a linkage between their endogenous attitudinal changes and economic policy liberalisation.

Instead of economic stagnation, India has seen acceleration in its average annual rate of economic growth. Instead of deindustrialization, there has been substantial industrial growth and, indeed, acceleration in the industrial growth rate.Instead of denationalization, business in India is now more competitive and is venturingforth into the global market; increased imports and the entry of foreign multinationalshave not swamped it; essentially, India is master of its own destiny. Instead of economicdestabilization, there has been since the paradigm shift in economic policy in 1991 a marked absence of economic crisis in India. And, instead of impoverishment, India hasseen a long and unprecedented period of welfare enhancement since it began its reintegration into the world economy in 1975; there has been a secular decline in povertysince then, while inequality has not increased much. The policy conclusion that flows from this experience is that India ought to be, in general, more open to globalization in the interest of sustaining the acceleration in economic growth and enhancing the welfare of its people.
