The Corps of Engineers conducted the study from 1990 to 1994 to improve the way water is managed during drought in the United States. At the heart of the process, which was developed, test and refined during the study, is a rigorous planning and evaluation framework, based on well established, time tested principles. It is a variation on the principles of multiobjective water management developed by the Harvard Water Program in the 1950's. Lake the Harvard approach, the drought study method goes beyond engineering and economic evaluations of water management to address environmental, social and political objectives. Like Principles and Guidelines, the new method requires iterative planning, but the new method more easily accommodates non-structural solutions and situations in which the federal government is not the key player. The most visible innovation from the Drought Study is the shared vision model. The name shared vision models captures their most important advantage. Because experts and stakeholders build these models together, they become a trusted, consensus view of how the water system works as a whole, and how it affects stakeholders and the environment.

It is an extension of MWRA's more recently adopted managerial, as opposed to episodic, planning approach to potential shortfalls in supply effected demand management measures that helped to preclude the need for new supplies. Trigger Planning is a systematic procedure for deciding what actions should be taken to prevent supply shortfalls, and in the event of a projected shortfall, what project should be built and when preparation for construction should begin. Trigger Planning integrates strategic, drought contingency and emergency planning into a single planning process to the mutual advantage of strategic and drought contingency planning. The process uses the STELLA II software for portraying the water system configuration and functions and a broad range of customized performance measures. STELLA II simulations of the system permits interested citizens and managers alike to view and evaluate the system under different scenarios and performance criteria thereby enhancing their understanding and leading to consensus on the planning and management of the water system.

Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. It aims to be a vehicle for in-depth understanding and inspire further conversations in the sector.
