Book excerpt: FAO teamed up with the World Bank on this strategic analysis of the investment, policy and institutional support needed to shift South Sudan’s agriculture sector from humanitarian relief to a development-oriented growth path. The team carried out a thorough review of lessons learned in South Sudan and other conflict-affected countries and held consultations with a wide range of stakeholders in the country. As a result, four complementary investment strategies were identified: agriculture production and food security; community resilience and social capital; value chain development and jobs; and peace consolidation. The authors advocate for combining these four strategies in a flexible way, depending on how the shocks currently affecting agriculture (conflict, violence, macro-economic instability, governance, natural disasters) evolve in the coming years. The Government of South Sudan and the World Bank consider this analytical work a milestone that will pave the way for future investments in agriculture and rural development in the country. This publication is part of the Country Investment Highlights series under the FAO Investment Centre’s Knowledge for Investment (K4I) programme.

Book excerpt: Realizing the promise of digital technology will depend on the ability to share information across time and space from multiple devices, sources, systems, and organizations. The major barrier to progress is not technical; rather, it is in the failure of organizational demand and purchasing requirements. In contrast to many other industries, the purchasers of health care technologies have not marshaled their purchasing power to drive interoperability as a key requirement. Better procurement practices, supported by compatible interoperability platforms and architecture, will allow for better, safer patient care; reduced administrative workload for clinicians; protection from cybersecurity attacks; and significant financial savings across multiple markets. With funding support from the Gordon and Betty Moore Foundation, this National Academy of Medicine Special Publication represents a multi-stakeholder exploration of the path toward achieving large-scale interoperability through strategic acquisition of health information technology solutions and devices. In this publication, data exchanges over three environments are identified as critical to achieving interoperability: facility-to-facility (macro-tier); intra-facility (meso-tier); and at point-of-care (micro-tier). The publication further identifies the key characteristics of information exchange involved in health and health care, the nature of the requirements for functional interoperability in care processes, the mapping of those requirements into prevailing contracting practices, the specification of the steps necessary to achieve system-wide interoperability, and the proposal of a roadmap for using procurement specifications to engage those steps. The publication concludes with a series of checklists to be used by health care organizations and other stakeholders to accelerate progress in achieving system-wide interoperability.

The focus was on self-help groups supported through the Agricultural Sector Programme Support (ASPS). The research design was a descriptive survey involving 30 self-help groups and 20 frontline extension workers. Both secondary and primary data were collected. The collected data were tabulated and then analyzed using the "list and tally" method. After all the responses were tallied, frequency and percentage distribution tables were prepared. The key recommendations of the study were the training of private service providers (PSPs) to supplement services offered by the few existing public and private service providers. Similarly, the approval of National Agricultural Sector Extension Policy –Implementation Framework (NASEP-IF) and the Agricultural Sector Development Strategy (ASDS) policy documents will bolster provision of advisory services as they recognize the role played by the private sector in agricultural development. Social loafing was ranked highly as a factor influencing sustainability of self-help group projects. This study recommends further research on the concept of social loafing, to determine its causes, effects and how self-help groups can deal with it. Group approach to development is seen by development partners both public and private as the most cost- effective way of addressing community needs when compared with the individual approach. Interventions managed by self-help groups operate profitably when external assistance is flowing. However, after the cessation of external support, most of these projects either collapse or continue to operate below capacity. Most development partners are raising concerns over the sustainability of self-help group projects.

Book excerpt: Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.
