Book The Role of European Ground and Air Forces After the Cold War

Download or read book The Role of European Ground and Air Forces After the Cold War written by Gert de Nooy and published by BRILL. This book was released on 2023-09-14 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about European ground and air forces after the Cold War and the potential role they might - or might not - play in shaping a pragmatic, common European foreign and security policy. It deals with future co-operation between West European armies and air forces. Challenges, in the form of politico-military strategic interests at stake and the corresponding risks, as well as the possible responses to these challenges, in the form of national and multilateral military doctrines and the execution thereof, are scrutinized and dealt with. First, in Chapters Two (James Gow), Three (François Mermet), and Four (Stephen Cambone), the strategic rationale and the political-military implications of an overall European security and defence policy are discussed. Next, Chapters Five (Trevor Taylor), Six (Madeleine Sandström), and Seven (Lothar Rühl) deal with the harmonization and restructuring of national defence policies and their tools. Chapters Eight (Tony Mason), Nine (Jan Folmer), and Ten (Luc Stainier), then concentrate on the role, missions and means of the ground, air and joint components of a collective European military instrument for the implementation of a future European security and defence policy. Finally, in Chapter Eleven the editor provides an overview of topical highlights and tentative conclusions emanating from both the previous chapters and the discussions during the workshop of experts that was held in conjunction with this book. This book is of interest to European policy-makers, defence planners, officers-under-training in military and defence academies, and students of international relations, political science and European security.

Book The Committee on Foreign Investment in the United States Cfius

Download or read book The Committee on Foreign Investment in the United States Cfius written by Congressional Research Congressional Research Service and published by Createspace Independent Publishing Platform. This book was released on 2016-08-12 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee on Foreign Investment in the United States (CFIUS) is comprised of nine members, two ex officio members, and other members as appointed by the President representing major departments and agencies within the federal executive branch. While the group generally has operated in relative obscurity, the proposed acquisition of commercial operations at six U.S. ports by Dubai Ports World in 2006 placed the group's operations under intense scrutiny by Members of Congress and the public. Prompted by this case, some Members of the 109th and 110th Congresses questioned the ability of Congress to exercise its oversight responsibilities given the general view that CFIUS's operations lack transparency. Other Members revisited concerns about the linkage between national security and the role of foreign investment in the U.S. economy. Some Members of Congress and others argued that the nation's security and economic concerns have changed since the September 11, 2001, terrorist attacks and that these concerns were not being reflected sufficiently in the Committee's deliberations. In addition, anecdotal evidence seemed to indicate that the CFIUS process was not market neutral. Instead, a CFIUS investigation of an investment transaction may have been perceived by some firms and by some in the financial markets as a negative factor that added to uncertainty and may have spurred firms to engage in behavior that may not have been optimal for the economy as a whole. On July 12, 2016, Senator Charles Grassley introduced S. 3161 to include the Secretary of Agriculture as a permanent member of the CFIUS and to include the national security impact of foreign investments on agricultural assets as part of the criteria the Committee uses in deciding to recommend that the President block a foreign acquisition.

Book European Union Law and Defence Integration

Download or read book European Union Law and Defence Integration written by Martin Trybus and published by Bloomsbury Publishing. This book was released on 2005-10-05 with total page 476 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph examines the legal dimension of European defence integration from the Second World War to the Treaty Establishing a Constitution for Europe. It covers the evolution of European defence and security law in its legal, historical, and political context. The notion of defence law describes the entire field of rules created to regulate the defence of a nation or alliance. The analysis leads from the earliest mutual defence treaties to the failure of the European Defence Community and the eventual separation of defence from the mainstream of European integration in the 1950s, further to the re-vitalisation of a European security policy in the Treaties of Maastricht, Amsterdam, and Nice. In the context of this evolutionary process, the book examines the function of Community Law as an instrument of European defence integration. Community law affects the economic and social aspects of the defence within the limits of the security exemptions of the EC Treaty. It has an impact on the composition of the armed forces, the procurement of armaments, or the regulation of the defence industries. The book concludes with an analysis of the Common Security and Defence Policy of the Constitutional Treaty agreed by the European Council in 2004. The discussion shows that European defence integration is characterised by fragmentation in an area where coherence is particularly important. First, defence and security are addressed in several organisations: the EU, the Western European Union, NATO, the Organisation for Security and Cooperation in Europe, and the Organisation for Joint Armaments Cooperation. Second, defence and security are addressed in both the supranational Community Pillar and the intergovernmental Second Pillar of the Treaty on European Union. The new Constitutional Treaty aims to overcome the three-Pillar structure of the Union. Nevertheless, it leaves the intergovernmental character of the security and defence policy intact and introduces flexible frameworks for its mutual defence, crisis management, and armaments components. However, the Union needs a coherent defence policy to ensure her security and to speak with one voice on the international scene.
