Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. Given the urgency of understanding human-driven changes, NSF will need to sustain and expand its efforts to achieve greater impact. The time is ripe to create a next-generation Earth systems science initiative that emphasizes research on complex interconnections and feedbacks between natural and social processes. This will require NSF to place an increased emphasis on research inspired by real-world problems while maintaining their strong legacy of curiosity driven research across many disciplines ? as well as enhance the participation of social, engineering, and data scientists, and strengthen efforts to include diverse perspectives in research.

Book excerpt: The Small Business Innovation Research (SBIR) program is one of the largest examples of U.S. public-private partnerships. Founded in 1982, SBIR was designed to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the U.S. government, including health, energy, the environment, and national defense. In response to a request from the U.S. Congress, the National Research Council assessed SBIR as administered by the five federal agencies that together make up 96 percent of program expenditures. This book, one of six in the series, reports on the SBIR program at the National Science Foundation. The study finds that the SBIR program is sound in concept and effective in practice, but that it can also be improved. Currently, the program is delivering results that meet most of the congressional objectives, including stimulating technological innovation, increasing private-sector commercialization of innovations, using small businesses to meet federal research and development needs, and fostering participation by minority and disadvantaged persons. The book suggests ways in which the program can improve operations, continue to increase private-sector commercialization, and improve participation by women and minorities.

In Shaping Biology, Toby A. Appel brings attention to the National Science Foundation and federal patronage of the biological sciences. Scientists by training, NSF biologists hoped in the 1950s that the new agency would become the federal government's chief patron for basic research in biology, the only agency to fund the entire range of biology—from molecules to natural history museums—for its own sake. Appel traces how this vision emerged and developed over the next two and a half decades, from the activities of NSF's Division of Biological and Medical Sciences, founded in 1952, through the cold war expansion of the 1950s and 1960s and the constraints of the Vietnam War era, to its reorganization out of existence in 1975. I present this report as a demonstration of ways we can cut back on wasteful federal spending and burdensome regulations to help families, small businesses, and our economy begin to get out from under the weight of federal stagnation. Cited here are not only prime examples of wasteful spending, but also federal departments or agencies that regulate outside the scope of the federal government's constitutional role. I firmly believe my staff and I have the obligation to solve the troubles of our nation, not just complain, which is why for every problem identified, you will also find a recommended solution. There is a way to eliminate wasteful, ineffective, or duplicative program spending; develop oversight methods to prevent future waste; and find ways to get us back on track.
