Book excerpt: At the time of its adoption in October 2000, United Nations Security Council resolution 1325 on Women, Peace and Security (WPS) was hailed as a turning point for women involved in conflicts, peacemaking, peacekeeping and post-conflict reconstruction. Resolution 1325 required all efforts aimed at resolving conflicts and building peace to be inclusive, gender-sensitive and transformative for women. In recent years, National Action Plans (NAPs) on WPS have become one of the most commonly used tools by states to channel, assess and monitor the implementation of resolution 1325 and other UN WPS resolutions. This book presents an edited version of the proceedings of the NATO Advanced Research Workshop (ARW) on ‘National Action Plans on Women, Peace and Security’, held in Dublin, Ireland, in May 2016. The workshop brought together representatives from various states, as well as academics, and members of civil society and international organizations, to discuss their experiences with NAPs and to critically reflect on the role of NAPs in supporting the implementation by states of the WPS framework. The aim of this book is to disseminate the key arguments, findings, and recommendations which emerged from the discussions held at the ARW. It includes a summary report which sets out key arguments and recommendations and offers a number of key papers from the ARW, with the intention of contributing to academic and policy debates concerning gender and armed conflict and, more particularly, the WPS framework.

Book excerpt: This book deals with human rights action planning, as a largely under-researched area, from theoretical, doctrinal, empirical, and practical perspectives, and as such, provides the most comprehensive studies of human rights planning to date. At the theoretical level, by advancing a novel general theory of human rights planning, it offers an alternative to the traditional state-centric model of planning. This new theory contains four sub-theories: contextual, substantive, procedural, and analytical ones. At the doctrinal level, by conducting a textual analysis of core human rights conventions, it reveals the scope and nature of the states' obligation to adopt a plan of action for implementing human rights. At the empirical level, a cross-case analysis of national human rights action plans of 53 countries is conducted exploring the major problems of these plans in different phases of planning and uncovering the underlying causes of these problems. At the practical level, this volume sets out how these plans should be developed and implemented, how they can be best monitored by international human rights bodies, and how to maximize their effectiveness. With discussions bridging human rights theory and practice and development discourse, this book will be a useful resource for a wide range of audiences, from academics of different disciplines (law, human rights, social policy, political science, political philosophy, legal philosophy, development studies, planning studies, socio-legal studies) to governments, human rights practitioners, and the UN human rights bodies.

Book excerpt: This book introduces the human right to adequate food and nutrition as evolving concept and identifies two structural "disconnects" fueling food insecurity for a billion people, and disproportionally affecting women, children, and rural food producers: the separation of women’s rights from their right to adequate food and nutrition, and the fragmented attention to food as commodity and the medicalization of nutritional health. Three conditions arising from these disconnects are discussed: structural violence and discrimination frustrating the realization of women’s human rights, as well as their private and public contributions to food and nutrition security for all; many women’s experience of their and their children’s simultaneously independent and intertwined subjectivities during pregnancy and breastfeeding being poorly understood in human rights law and abused by poorly-regulated food and nutrition industry marketing practices; and the neoliberal economic system’s interference both with the autonomy and self-determination of women and their communities and with the strengthening of sustainable diets based on democratically governed local food systems. The book calls for a social movement-led reconceptualization of the right to adequate food toward incorporating gender, women’s rights, and nutrition, based on the food sovereignty framework.

The book is based on the findings of a three year study conducted in the region, involving interviews with more than 60 individuals from relevant organizations and agencies, and examines the social, political and historical factors, including gender and age, labour exploitation and migration which form the background to human trafficking in the GMS. The authors consider issues of competing mandates, and gaps in strategies for protection and conclude with a discussion of broader lessons to be learned from the GMS situation and suggestions for future governance strategies in the fight against trafficking.

Yet, government support for women's economic empowerment and women in business has been limited, and reforms are needed to the general legal framework to ensure gender equality. This volume considers barriers to women doing business in Vanuatu using the World Bank Group's Doing Business indicators as a framework. By analyzing the gender dimensions of the cost of doing business, it considers how to take forward reforms to benefit both women and men. The authors argue that designing and implementing these measures makes good economic sense and will ultimately benefit all businesses in Vanuatu - those run by women as well as men.
