Theodore F. Sheckels analyzes these conventions to determine whether the gatherings met or failed to meet those goals, including addressing civil rights, unifying divergent wings of the party, celebrating the triumph of a single wing, overcoming dissent inside and outside the meeting hall, overcoming—or capitalizing on—scandal, reconstituting the party after defeats, arguing for change, and advocating for inclusion. Sheckels observes that although speeches are the primary vehicle through which attendees strive to reach these goals, the crucial addresses are not always by the principal players; often, events other than speeches such as negotiations, demonstrations, and media spin can be just as consequential. Sheckels discusses both the similarities and differences in the ways in which the conventions do business and constitute and reconstitute what the political parties are, aiming to persuade the public with rhetorical images and messages. Taking issue with widely accepted theories of dealignment and party decay, Paulson argues that the most profound realignment in American history occurred in the 1960s, and he presents an alternative theory of realignment and party revival. In the 1964-1972 period, factional struggles within the major American political parties were resolved, with conservative Republicans and liberal Democrats emerging as the majority factions within their parties. The result was a critical realignment in Presidential elections, in which the decisive realignment involved the movement of white voters in the south toward the Republican coalition. The impression of dealignment came from the fact that electoral change in Congressional elections moved at a much slower rate. The south continued to vote Democratic for congress, usually for incumbent conservative Democrats. The result was an electoral environment which produced divided government. Secular realignment in congressional elections produced the Republican majorities of 1994. Now the conservative Democrats who were the swing voters since the 1960s, were voting Republican. The result is that the coalitions for yet another realignment are in place at the turn of the twenty-first century. After three decades in which the swing voters were relatively conservative, the new swing voter is a genuine centrist; an independent who is ideologically moderate. The coming realignment, Paulson asserts, will consummate the birth of a new, ideologically, polarized party system with a greater potential for party government, which would be a fundamental change for American democracy. Comparing the parties of this country to those of Great Britain, the Committee found the American parties to be lacking in such fundamentals as clear policy differences, strong and effective organization, and unity of purpose among each party’s representatives in public offices. Starting from that background, this book is intended to significantly enhance students‘ understanding of the American parties today by putting them in broader context. How do the twenty-first century Democrats and Republicans compare to the APSA Committee’s "responsible parties model" of the mid-twentieth? And how do the American parties compare to parties of other democracies around the world, including especially the British parties? Harmel, Giebert, and Janda answer those questions and, in the process, demonstrate that the American parties have moved significantly in the direction of the responsible parties model, but while showing little inclination for implementing the greater discipline the Committee thought essential. Already having provided as much ideological choice as the British parties, the US parties have now edged closer on the other critical requirement of legislative cohesion. The authors show that the latter has resulted "naturally" from the greater homogenization of the meaning of "Democrat" and "Republican" across the country, both within the electorate and now within Congress as well. The dramatic increase in cohesion is not the product of greater party discipline, but rather of sectoral realignments.
