Book excerpt: The protection of national minorities is a core issue for the Council of Europe, and one of the major achievements in this field is the Framework Convention for the Protection of National Minorities. The entry into force of the Framework Convention on 1 February 1998 was indeed an event of universal stature, for it is the first ever legally binding multilateral instrument devoted to the protection of national minorities in general. Its importance is widely acknowledged, and the number of ratifications has grown rapidly. Simultaneously, an emphasis is being placed on the implementation and on the efficient functioning of the monitoring mechanism of the Framework Convention. This collection provides all those interested in the protection of national minorities a user-friendly compilation of the basic texts concerning the Framework Convention. In addition to the Framework Convention and its explanatory memorandum, the collection contains texts pertaining to the monitoring mechanism in general and the Advisory Committee in particular. It further provides the state of signatures and ratifications as well as declarations and reservations. It also contains a list of State Reports received and Opinions of the Advisory Committee adopted under both the first and second cycles of monitoring.

Book excerpt: When most of Eastern Europe was struggling with dictatorships of one kind or another, the Democratic Republic of Georgia (1918-1921) established a constitution, a parliamentary system with national elections, an active opposition, and a free press. Like the Democratic Republic of Georgia in 1918, its successors emerged after 1991 from a bankrupt empire, and faced, yet again, the task of establishing a new economic, political and social system from scratch. In both 1918 and 1991, Georgia was confronted with a hostile Russia and followed a pro-Western and pro-democratic course. The top regional experts in this book explore the domestic and external parallels between the Georgian post-colonial governments of the early twentieth and twenty-first centuries. How did the inexperienced Georgian leaders in both eras deal with the challenge of secessionism, what were their state building strategies, and what did democracy mean to them? What did their electoral systems look like, why were their economic strategies so different, and how did they negotiate with the international community neighbouring threats. These are the central challenges of transitional governments around the world today. Georgia’s experience over one hundred years suggests that both history and contemporary political analysis offer the best (and most interesting) explanation of the often ambivalent outcomes.

Now the phenomenon of social media presents us with a range of fresh challenges. Blogs, video and social networking sites have become a key forum for political debate and organisation - so much so that they have provoked counter-responses from some repressive states. While there is a need to ensure better protection of personal integrity in social media, the right to freedom of expression must not be undermined. The purpose of this publication is to contribute to a more thorough discussion on media developments and their impact on human rights in a constantly changing media landscape. Eight experts were invited to contribute their personal assessments of trends and problems. They have not shied away from addressing controversial issues or providing far-reaching suggestions. Together their texts indicate that there is a need for stronger protection of media freedom and freedom of expression in Europe today. These are clearly topics of paramount importance which demand serious public debate.
