Book National Minorities in Inter State Relations

Download or read book National Minorities in Inter State Relations written by Francesco Palermo and published by BRILL. This book was released on 2011-02-14 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ethno-cultural and State boundaries seldom overlap. Almost all States have minorities of some kind, with many belonging to communities which transcend State frontiers. These communities often serve as a bridge between States, fostering a climate of dialogue and tolerance. However, when transfrontier cultural ties take on political significance and States unilaterally take steps to defend, protect or support what they describe as “their kin” outside their jurisdiction, there is a risk of political tension or even violence. To what extent and how can States pursue their interests with regard to national minorities abroad without jeopardizing peace and good neighbourly relations? This is the question addressed by the OSCE High Commissioner on National Minorities in his Bolzano/Bozen Recommendations on National Minorities in Inter-State Relations. The book analyses the Recommendations from the legal and political/security perspective and engages in more general discussion on how questions of national minorities affect inter-State relations.

Book New Nation States and National Minorities

Download or read book New Nation States and National Minorities written by Julian Bernauer and published by ECPR Press. This book was released on 2014-03-03 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: The twentieth century saw the emergence of new states shaped on the classic nation-state model. How has this model been moulded and implemented? What have been the implications for minorities in these new nation-states? And how have minorities responded to nationalising processes? Following a discussion by Rogers Brubaker of his concept of nationalising state, contributions to this volume examine the dynamic relations between national minorities and nation-states established in the course of the last century, including Ukraine, Moldova, Turkey, Malaysia and Israel. This book’s original theoretical framework and comparative approach offer a new understanding of the complex interactions between the formulation of a state identity and the aspirations of those who do not fit in the proclaimed core nation. In light of recent developments in ‒ notably ‒ Ukraine and Israel, this book is essential reading for all those interested in the rights and protection of national minorities and, more broadly, in the debates over the definition of the polity in a tense environment.

Book The Politics of National Minority Participation in Post communist Societies State building Democracy and Ethnic Mobilization

Download or read book The Politics of National Minority Participation in Post communist Societies State building Democracy and Ethnic Mobilization written by Jonathan Stein and published by Routledge. This book was released on 2019-07-23 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the upsurge of nationalist sentiment in post-communist societies, the problem of political rights for ethnic minorities became a dangerous flashpoint. The introduction of electoral competition, the rewriting of constitutions, the breakup of federations, the weakness of civic institutions, and the social and economic dislocations associated with marketization have all contributed to the salience of majority-minority relations. This collection systematically analyzes different models of minority politics in Eastern Europe, in an effort to understand why tensions are manageable in some contexts, uncontainable in others. Anchoring the volume are essays by Carlos Flores Juberias on electoral systems, and Janusz Bugajski on national minority parties. Six case studies examine the interaction of different types of institutional arrangements (which structure political participation) and different demographic conditions (ethnic balances and territorial concentrations) in Albania, Bulgaria, Croatia, Estonia, Latvia, and Romania. Framing these studies are overviews by the editors and by Jack Snyder.

Download or read book Unequal Treatment written by Institute of Medicine and published by National Academies Press. This book was released on 2009-02-06 with total page 781 pages. Available in PDF, EPUB and Kindle. Book excerpt: Racial and ethnic disparities in health care are known to reflect access to care and other issues that arise from differing socioeconomic conditions. There is, however, increasing evidence that even after such differences are accounted for, race and ethnicity remain significant predictors of the quality of health care received. In Unequal Treatment, a panel of experts documents this evidence and explores how persons of color experience the health care environment. The book examines how disparities in treatment may arise in health care systems and looks at aspects of the clinical encounter that may contribute to such disparities. Patients' and providers' attitudes, expectations, and behavior are analyzed. How to intervene? Unequal Treatment offers recommendations for improvements in medical care financing, allocation of care, availability of language translation, community-based care, and other arenas. The committee highlights the potential of cross-cultural education to improve provider-patient communication and offers a detailed look at how to integrate cross-cultural learning within the health professions. The book concludes with recommendations for data collection and research initiatives. Unequal Treatment will be vitally important to health care policymakers, administrators, providers, educators, and students as well as advocates for people of color.

  • Author : Greg Robinson

Download or read book Minority Relations written by Greg Robinson and published by Univ. Press of Mississippi. This book was released on 2016-12-26 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Contributions by Taunya Lovell Banks, Devon W. Carbado, Robert S. Chang, Cheryl Greenberg, Tanya Katerí Hernández, Amanda O. Jenssen, Scott Kurashige, Greg Robinson, Stephen Steinberg, Clarence Walker, and Eric K. Yamamoto The question of how relations between marginalized groups are impacted by their common and sometimes competing search for equal rights has become acutely important. Demographic projections make it easy now to imagine a future majority population of color in the United States. Minority Relations: Intergroup Conflict and Cooperation sets forth some of the issues involved in the interplay among members of various racial, ethnic, and sexual minorities. Robert S. Chang initiated the Intergroup Conflict and Cooperation Project and invited historian Greg Robinson to collaborate. The two brought together scholars from different backgrounds and disciplines to engage a set of interrelated questions confronting groups generally considered minorities. This collection strives to stimulate further thinking and writing by social scientists, legal scholars, and policymakers on inter-minority connections. Particularly, scholars test the limits of intergroup cooperation and coalition building. For marginalized groups, coalition building seems to offer a pathway to addressing economic discrimination and reaching some measure of justice with regard to opportunities. The need for coalitions also acknowledges a democratic process in which racialized groups face significant difficulty gaining real political power, despite such legislation as the Voting Rights Act.

Book Framework Convention for the Protection of National Minorities

Download or read book Framework Convention for the Protection of National Minorities written by Council of Europe and published by Council of Europe. This book was released on 2005-01-01 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The protection of national minorities is a core issue for the Council of Europe, and one of the major achievements in this field is the Framework Convention for the Protection of National Minorities. The entry into force of the Framework Convention on 1 February 1998 was indeed an event of universal stature, for it is the first ever legally binding multilateral instrument devoted to the protection of national minorities in general. Its importance is widely acknowledged, and the number of ratifications has grown rapidly. Simultaneously, an emphasis is being placed on the implementation and on the efficient functioning of the monitoring mechanism of the Framework Convention. This collection provides all those interested in the protection of national minorities a user-friendly compilation of the basic texts concerning the Framework Convention. In addition to the Framework Convention and its explanatory memorandum, the collection contains texts pertaining to the monitoring mechanism in general and the Advisory Committee in particular. It further provides the state of signatures and ratifications as well as declarations and reservations. It also contains a list of State Reports received and Opinions of the Advisory Committee adopted under both the first and second cycles of monitoring.

Book Quiet Diplomacy in Action The OSCE High Commissioner on National Minorities

Download or read book Quiet Diplomacy in Action The OSCE High Commissioner on National Minorities written by Walter A. Kemp and published by BRILL. This book was released on 2021-08-04 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. One of the few senior figures that actually does it is the OSCE High Commissioner on National Minorities'. This book, written in co-operation with Mr. Van der Stoel, gives a unique insight into conflict prevention, minority rights, and the challenge of resolving inter-ethnic tensions. It should be considered a primary resource for all those interested in these subjects.
