Book excerpt: This report presents selected data on adults' participation in educational activities in the United States, excluding full-time only enrollments in college/university or vocational/technical credential programs, over a 12-month period from 2004-05. Historically, full-time only participation in postsecondary (college and vocational) programs has not been considered adult education. For this reason, and for comparability with previous reports of adult education based upon NHES surveys, full-time only enrollments are not included in the estimates for participation in college/university and/or vocational/technical credential programs or in the overall estimate of adult education participation. These data are from the Adult Education Survey of the 2005 National Household Education Surveys Program (AE-NHES:2005). Interviews were conducted with a nationally representative sample of the civilian, non-institutionalized population age 16 or older who were not enrolled in grade 12 or below. Data were collected from early January through April 2005. A total of 8,904 telephone interviews were completed with adults representing a weighted total of 211,607,007. The weighted overall unit response rate was 47.6 percent (the product of the Screener unit response rate [66.9%] and the Adult Education unit response rate [71.2%]) and item nonresponse rates for most of the variables were 3 percent or lower. Additional details about the survey, response rates, and other technical issues are provided in Appendix A.

Book excerpt: The National Household Education Survey (NHES) reports on the condition of education in the United States by collecting data at the household level rather than using a traditional, school-based data collection system. The surveys attempt to address many current issues in education, such as preprimary education, school safety and discipline, adult education, and activities related to citizenship. This survey included three topical survey components. The Early Childhood Program Participation Survey addressed the nonparental care and program participation of preschool children, that is, children from birth through age six and not yet enrolled in kindergarten or higher grades. The survey collected information on all of the child's current, regular care arrangements, such as care by a relative or by someone not related to the child, in a private home as well as at a day care center or preschool, including Head Start. Information was collected about the number of hours per week or per month that the child received nonparental care, as well as parental perceptions of the factors associated with choosing such care. Other information was collected on topics such as educational activities at home, emerging literacy and numeracy, the child's characteristics (including health and disability status), and parent/guardian and household characteristics. Interviews were completed with parents of 7,209 preschool children. The After-School Programs and Activities Survey focused on children enrolled in kindergarten through eighth grade who were aged 15 years or younger. Parents reported on the after-school arrangements in which their children participated, including care by relatives or nonrelatives in a private home, after-school programs in schools or centers, activities that might provide adult supervision in the after-school hours, and children's self-care. The manual provides information about the purpose of the study, the sample design, data collection procedures, data processing procedures, response rates, imputation, weighting and standard error calculation and use, data considerations and anomalies, a guide to the data file structure, nonresponse bias analysis, data collection instruments, data file layout, comparisons of estimates from NHES:2012 to prior NHES administrations and other data sources, and tables of nonresponse adjustment cells and response rates. The NHES:2012 consists of two topical surveys--the Early Childhood Program Participation (ECPP) Survey and the Parent and Family Involvement in Education (PFI) Survey--that were last fielded in 2005 and 2007, respectively. The ECPP survey has a target population of children age 6 or younger who are not yet in kindergarten. The PFI survey has a target population of children and youth age 20 or younger who are enrolled in kindergarten through 12th grade in a public or private school or who are being homeschooled for the equivalent grades. The NHES:2012 was a two-phase survey conducted primarily by mail. The first phase of the survey was the administration of a short household screener questionnaire used to identify households with children under age 20. A total of 159,994 households were selected, and the response rate was 73.5 percent. The second phase of the survey was the collection of topical survey data from households with eligible children. The topical response rate was 78.7 percent for the ECPP survey and 78.4 percent for the PFI survey. The overall response rates (the product of the screener response rate and the topical response rate) were 57.8 percent for the ECPP survey and 57.6 percent for the PFI survey.
