Coalitions, multi-party groupings and "National Governments" have frequently held power - far more often, indeed, than most of us are aware. Even when unsuccessful, the drive for them has left permanent marks on the nation. Moreover, many of the key figures in modern British history - Joseph Chamberlain, David Lloyd George and Winston Churchill amongst them - can only be fully understood within this context, free from the distortions and limitations of the usual party lens. G.R. Searle's invigorating book explores the origins, triumphs, failures and impact of this tradition down to the present. In doing so it does more than retrieve a robust, active and highly influential dimension of British political life from indefensible neglect: it also reveals the whole familiar landscape of modern British political history from a strikingly new angle. Starting with the party realignment of 1886, the book explores the early strivings for 'national' and 'centre' parties involving, amongst many others, Chamberlain and Lord Randolph Churchill and, later, Lord Rosebery and Milner, before considering the coalition ministries of the First World War under Asquith and Lloyd George. It goes on to examine the "National Governments" of the 1930s. It then analyses the coalition government under Winston Churchill in the Second World War, and the implications of the 1945 General Election that returned British politics to what, in the postwar period, often seemed the inevitability of the two-party system. Yet, as Professor Searle shows, even here the coalitionist tradition has proved resilient and resourceful; and his book ends with the vigorous attempts of the Alliance parties to "break the mould" of postwar politics in the 1980s.

In When Good Government Meant Big Government, the historian Jesse Tarbert inverts the traditional story by revealing a forgotten effort by business-allied reformers to expand federal power—and how that effort was foiled by Southern Democrats and their political allies. Tarbert traces how a loose-knit coalition of corporate lawyers, bankers, executives, genteel reformers, and philanthropists emerged as the leading proponents of central control and national authority in government during the 1910s and 1920s. Motivated by principles of “good government” and using large national corporations as a model, these elite reformers sought to transform the federal government’s ineffectual executive branch into a modern organization with the capacity to solve national problems. They achieved some success during the presidency of Warren G. Harding, but the elite reformers’ support for federal antilynching legislation confirmed the worries of white Southerners who feared that federal power would pose a threat to white supremacy. Working with others who shared their preference for local control of public administration, Southern Democrats led a backlash that blocked enactment of the elite reformers’ broader vision for a responsive and responsible national government. Offering a novel perspective on politics and policy in the years before the New Deal, this book sheds new light on the roots of the modern American state and uncovers a crucial episode in the long history of racist and antigovernment forces in American life.

Meanwhile Ramsay MacDonald’s newly formed national Government announced its emergency budget, introducing means tests, cutting umeployment benefit and reducing public sector pay. On arrival at Invergordon the sailors discovered the scale of the cuts they were supposed to bear. Their resulting strike, co-ordinated from ship to ship, swiftly achieved its objective. The Navy was badly shaked by the extraordinary efficiency of the action, and Britiains’ financial credit was so seriously damaged that within a few days the country was forced off the Gold Standard. Until this book was published little of the story was known; officially dexcribed as a case of ‘unrest’ it was hushed up and no Courts-Martial or Commission of Inquiry followed. This is the first detailed account of the Invergordon mutiny based on the personal testimony of those involved on the lower deck. Particular attention is given to the way the affair was organized, both centrally and in individual ships, to the structure of command and to the flash points when the use of force was considered and attempted. The dramatic story is hereput into its historical context: the background to the budget crisis of 1931, the implications of the cuts imposed, the conditions of the Fleet at the time: themes which remain as pertinent today as they were in 1931.
