Book excerpt: The authentic dialogue, the compromises, the consensus which allowed Tunisia to overcome its political and institutional crisis This book is the final product of an investigation launched in November 2014 and completed in July 2015. It has collected first-hand information from stakeholders involved in the national dialogue through 26 interviews with leaders and representatives of political parties, representatives of the Quartet, the mediators of dialogue (UGTT, UTICA, ONAT and LTDH) and figures from the political area who participated in the National Dialogue or have observed it from outside. These data were enhanced by the results of four Focus groups, held in Tunis, Bizerte, Sfax and Douz, designed to gather information on the perceptions of the National Dialogue from a small sample (32 people) of Tunisian opinion in different regions of the country, North and South. A record of a key step in the history of Tunisia EXCERPT The idea of the National Dialogue has always been in the background of the Tunisian transition. A process which was stirred at the slightest difficulty, at the slightest blockage. A process that was certainly not invented by Tunisia, which was first implemented in African countries such as Kenya (2008), Senegal (2009) or Sudan (2014), but also has been experienced in some Arab countries after the Arab Spring, as in Bahrain in 2011, Yemen in 2014 and attempts in Libya in 2013, 2014 and 2015. We must admit that in Tunisia, the National Dialogue could follow its own logics through. This dialogue could bring together politicians, professional organizations, trade unions and representatives of civil society, as in the “National Conferences of Senegal,” which largely helped unlock a serious political and institutional crisis, a dead end situation, by means and process of compromise and consensus. She enumerates a few of what she believes are Tunisia's structural problems. Bouchamaoui then recalls submitting the Quartet's candidacy to the Nobel Peace Prize, and her astonishment when it won. She hopes Tunisia, though it is not perfect, can be an example to others pursuing peace and stability through dialogue. Finally, Bouchamaoui opines that Tunisia must focus on countering terrorism and improving the economy through increases in investment and jobs. She comments on separation of religion and politics, input from citizenry in the political process, and the role of young Tunisians.

He narrates the process of coalition building among civil society organizations after the Revolution. Mourakiboun's largest challenge was mobilizing non-partisan volunteers; in terms of informational technology and data collection, the organization was well-equipped. Halouani then explains that the number of NGOs exploded after the revolution, but they had difficulties working together and funding was scarce in Tunisia's uncertain environment. He then speaks to the trusting relationship between Tunisians and the NGOs that strive to represent their interests. He enumerates Mourakiboun's donors and projects. Halouani says that Mourakiboun uses Internet communications to mobilize individuals in the field, rather than doing e-activism. These efforts brought him farther from Tunis and "into the countryside." Halouani comments that since the revolution, politicians have turned away from the grassroots, and that NGOs should play a role in uplifting those voices. He articulates Mourakiboun's contributions in Tunis versus different regions of the country. Halouani then turns to the national dialogue, describing NGO involvement in writing the new constitution and the role of the Tunisian National Dialogue Quartet in the transition. He evaluates the Troika and technical governments. Finally, Halouani speaks to Mourakiboun's goals, the tradeoff between security and human rights advocacy, and his own hopes for Tunisia's future.

Kchaou participated in organizing efforts through his membership with the Tunisian General Labor Union (UGTT). He describes how political and civil society forces collaborated to create the Haute Commission pour la Protection de la Revolution [High Commission for the Protection of the Revolution] and plan the transition. In 2011, Kchaou co-founded a think tank that sought to improve Tunisia's development model, an issue to which he thinks Zine El Abidine Ben Ali ought to have attended to avoid being deposed. He believes the Troika government, despite its problems, was inclusive. Kchaou describes Hamadi Jebali and Mohamed Ennaceur's productive collaboration at the beginning of 2012, which resulted in the national dialogue. Kchaou was advising former Prime Minister Ali Laarayedh on social affairs, but after the assassinations in 2013 he shifted his focus to engineering consensus. He narrates how the technocratic government was created to set up elections. He discusses Mehdi Jomaa's management style, and how Jomaa maintained neutrality. Kchaou speaks to Jomaa's successful handling of foreign policy, especially his defense of the image of the "new Tunisia" abroad. He explains how finance reform was achieved under Jomaa. He says that terrorism threatened the success of the elections. Kchaou concludes by recalling his own political involvement since he was a student, and expressing his optimism about the dialogue process facilitated by the Tunisian National Dialogue Quartet.
