Book excerpt: Parker Dam is classified as a 'Significant' hazard - 'Small' size dam. The dam and reservoir, owned by the Commonwealth of Pennsylvania, Department of Environmental Resources, are used for recreational purposes. The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Parker Dam. Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 92 percent of the PMF prior to embankment overtopping. Based on screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included a seepage condition along a portion of the downstream embankment toe approximately 160 feet to the right of the left abutment hillside and a minor vertical crack in the concrete spillway overflow wall.

Book excerpt: Brush Valley Dam is an earth embankment with a maximum height of about 21 feet and an approximate length of 920 feet. The top of the dam (Elev. 1128.0) is 16 feet wide. The upstream slope is 2.5 horizontal to 1 vertical(2.5H:1V), and is protected with riprap. The downstream slope is 2 horizontal to 1 vertical (2H:1V) and is surfaced with grass. An ungated overflow spillway is located about 200 feet from the right abutment. The crest of the spillway (Elev. 1123.0) is about 52 feet long. The control section is concrete, while the downstream slope is surfaced with riprap set in motar. A timber decked steel beam bridge supported by 3 intermediate piers, provides access across the spillway. A 16-inch diameter cast iron pipe is located at the base of spillway section. The upstream end of the pipe is joined to a submerged intake structure. This structure is fitted with screens to prevent debris from entering the pipe. Pipe discharge is controlled by a valve located at the downstream end of the pipe in the center of the spillway channel. The valve is operated manually and diverts flow either to a pumphouse or to the downstream channel. Based on a review of the available drawings, no upstream control valve is positioned on the pipe. The pumphouse is located at the toe of the embankment about 400 feet from the left abutment. Water is pumped from Brush Valley reservoir to a distributing reservoir about 8,000 feet to southeast. The distributing reservoir is about 600 feet above the level of Brush Valley reservoir. (Author).

Book excerpt: Township Line Dam is an earth embankment approximately 530 feet long with a height of 34 feet and crest width of 10 feet. The dam, originally constructed to impound and supply water for the Borough of West Chester, is presently being used for recreation, flood abatement and maintenance of a minimum discharge into the East Branch of Chester Creek. The concrete Ogee spillway has a crest width of 50 feet and is located at the south dam abutment. The spillway, for this 'Intermediate' size, 'High' hazard dam, is capable of discharging 48 percent of the PMF without overtopping of the earth embankment. A review of the hydrologic analysis indicates that the embankment would be overtopped by 0.15 feet for about 2 hours during a flood equal to 50 percent of the PMF. It is considered unlikely that the dam would fail during this event; therefore, the spillway is classified as 'Inadequate', but not 'Seriously Inadequate'. Based upon visual observations, review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, and conversations with the Owner's representative, Township Line Dam is considered to be in fair condition. However, the detection of potentially unstable conditions at this site was severely restricted due to thick vegetation covering the entire embankment. Certain conditions require further investigations, maintenance, or monitoring.

Book excerpt: PA 483 is a 74-foot high, zoned-earthfill floodwater retarding dam designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS). The dam is owned and operated by the Washington County Commissioners. The dam consists of a 360 foot long embankment, a vegetated earth side channel emergency spillway, and an intake riser and outlet conduit (principal spillway). The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. Hydraulic/hydrologic evaluations revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. PA 483 is a 'High' hazard, 'Intermediate' size dam requiring evaluation for a spillway design flood (SDF) equal to the PMF. Therefore, the spillway is assessed as 'adequate.' The inspection revealed certain items of remedial work which should be performed immediately by the owner.

This assessment is based primarily on visual observations of embankment conditions and lack of information on the structural capacity of conduits through the embankment. The structure is classified as an 'intermediate' size, 'high' hazard dam. Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for an 'intermediate' size, 'high' hazard dam. The Treated Water Pond's Spillway Design Flood is the Probable Maximum Flood. Spillway capacity is 'adequate' because the non-overtopping flood discharge was found, by using the HEC-1 computer program, to be in excess of 100 percent of the PMF. The visual inspection indicates several minor deficiencies in addition to those requiring further investigation. The deficiencies can be corrected or improved through implementation of the following recommended evaluation, remedial, monitoring and/or maintenance efforts.
