The State, under agreement with the U.S. Army Engineer District, Philadelphia, had this inspection performed in accordance with the National Dam Inspection Act, Public Law 92-367. Lake Valentine Dam, initially listed as a high hazard potential structure, but reduced to a significant hazard potential structure as a result of this inspection, is judged to be in fair overall condition. The dam's spillway is considered inadequate because a flow equivalent to seven percent of the Spillway Design Flood - SDF - would cause the dam to be overtopped. (The SDF, in this instance, is one half of the Probable Maximum Flood.).

Book excerpt: Based on available records, past operational performance, visual inspections and Phase I engineering analysis, Upper Mohawk Lake Dam is asessed as being in good overall condition. Based on investigations of the downstream flood plain made in connection with this report, it is recommended that the hazard potential classification be downgraded from high to significant hazard. The spillway is capable of passing the designated spillway design flood (100-year storm) without an overtopping of the dam and, therefore, is assessed ass being adequate. It is recommended that the following remedial measures be undertaken by the owner in the future: (1) The trash rack at the downstream end of the spillway discharge flume should be reinforced or replaced, and (2) Some trees on the embankment appeared to have been planted for aesthetic purposes while others appeared to be randomly located. Therefore, trees on the embankment should be investigated to assess their detrimental effect on the dam and those found to be adverse should be removed.

Book excerpt: Hydraulic and hydrologic analyses indicate that the spillway is seriously inadequate. Discharge capacity of the spillway is not sufficient to pass the designated spillway design flood (SDF) without an overtopping of the dam, and dam failure would significantly increase the hazard downstream over that which would exist without dam failure. (The SDF for Kemah Lake Dam is equal to one-half the probable maximum flood.) The spillway is capable of passing approximately 11 percent of the probable maximum flood or 22 percent of the SDF. Therefore, the owner should engage a professional engineer experienced in the design and construction of dams in the near future to perform more accurate hydraulic and hydrologic analyses relating to spillway capacity. Based on the findings of the analyses, the need for and type of remedial measures should be determined and then implemented. The owner should, soon, develop an emergency action plan together with an effective warning system outlining actions to be taken by the operator to minimize downstream effects of an emergency at the dam.

To ensure adequacy of the structure, several actions are recommended. The following actions should be initiated within six months from the date of approval of this report: (1) The outlet works should be investigated with respect to operational adequacy and, if necessary, restored to proper operational condition; (2) Rusted CMP surface drain pipe should be replaced by proper inlet and pipe; (3) Erosion of the embankment adjacent to the upstream wingwalls of the bridge should be properly stabilized; (4) Deteriorating riprap on the upstream and downstream faces of embankment should be repaired where necessary; and (5) All trees and adverse vegetation on the embankment should be removed.
