Construction was completed in June 1961. It was inspected 5 April 1978. This dam does not have the capacity to pass the recommended spillway design flood of one-half the Probable Maximum Flood without overtopping. The spillway capacity is not considered seriously inadequate, as the project will pass the 100-year flood. A serious and persistent problem exists in a constant seepage passage over most of the length of the downstream slope of the dam. It is recommended that the owner maintain continual surveillance of the dam until the embankment has been rehabilitated to correct the serious seepage problem.

Book excerpt: The Bear Gap Dam no. 6 is an earth fill dam with a rock core which is founded on rock in a cutoff trench. It was completed in 1915. Based on a visual inspection (June 13, 1978), past performance and available engineering data, the dam and its appurtenances appear to be in fair condition. The following recommendations are made: (1) The owner shall make a detailed hydrologic and hydraulic analysis for this dam and improve the spillway capacity to meet the requirements of this study; and (2) The owner shall carefully monitor the seepage on the dam and take remedial action if seepage increases or if turbidity in the seepage water is discovered or if embankment sloughage would occur. In accordance with the Corps of Engineers' evaluation guidelines, the spillway capacity is inadequate to pass the PMF(Probable Maximum Flood) without overtopping the dam. The spillway capacity is capable of passing only 34% of the PMF peak inflow and, therefore, it is considered to be seriously inadequate. A formal surveillance and downstream warning system shall be developed by the owner to be used during periods of high precipitation.

In all these, I will always love and remember Africa, the home of my birth and must respect her cultures and traditions as an AFRICAN AUTHOR.

Book excerpt: Parker Dam is classified as a 'Significant' hazard - 'Small' size dam. The dam and reservoir, owned by the Commonwealth of Pennsylvania, Department of Environmental Resources, are used for recreational purposes. The dam and appurtenant structures were found to be in good overall condition at the time of the inspection. A spillway design flood (SDF) in the range of the 100-year flood to the 1/2 Probable Maximum Flood (1/2 PMF) is required for Parker Dam. Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.

However, the dam has some deficiencies that need to be evaluated and remedied. The spillway is adjudged to be seriously inadequate and the dam is assessed as unsafe, nonemergency. It should be noted that Eaton Brook Reservoir Dam is located approximately 2.2 miles upstream of Clayton's Dam on Eaton Brook. Its spillway has also been adjudged to be seriously inadequate and the dam assessed as unsafe, nonemergency. Due to the appreciable size of Eaton Reservoir, the breaching of that dam would undoubtedly have a serious effect on Clayton's Dam. Similarly, the failure of either of these dams would have a serious effect on two small dams also on Eaton Brook, located 0.5 miles and 1.7 miles downstream of Clayton's Dam.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store approximately 92 percent of the PMF prior to embankment overtopping. Based on screening criteria contained in the recommended guidelines, the spillway is considered to be inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included a seepage condition along a portion of the downstream embankment toe approximately 160 feet to the right of the left abutment hillside and a minor vertical crack in the concrete spillway overflow wall.
