Information and analysis are based on visual inspection of the dam by the performing organization. Examination of available documents and a visual inspection of the dam did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies which need to be evaluated and remedied. Using the Corps of Engineers' Screening Criteria for initial review of spillway adequacy, it has been determined that the dam would be overtopped by all storms exceeding 5% of the Probable Maximum Flood (PMF) inflows. While this dam has withstood overtopping in the past, it cannot be assured that overtopping will not eventually cause the dam to fail. Since failure of the dam would increase the hazard to downstream residents, the spillway capacity is adjudged as seriously inadequate and the dam is assessed as 'unsafe, non emergency'. The classification of 'unsafe' applied to a dam because of a seriously inadequate spillway is not meant to connote the same degree of emergency as would be associated with an 'unsafe' classification applied for a structural deficiency. It does mean that there appears to be a serious deficiency in spillway capacity and if a severe storm were to occur, overtopping and failure of the dam could take place, significantly increasing the hazard to loss of downstream of the dam. Inspection of the dam also revealed that there was a seepage problem on this structure. Seepage was exiting on the downstream slope and at the toe in the embankment section at the right end of the dam.

Due to the appreciable size of Eaton Reservoir, the breaching of that dam would undoubtedly have a serious effect on Clayton's Dam. Similarly, the failure of either of these dams would have a serious effect on two small dams also on Eaton Brook, located 0.5 miles and 1.7 miles downstream of Clayton's Dam.
