Book excerpt: Bear Run Dam is an earth embankment approximately 42 feet high and 415 feet long (including spillway). The dam is provided with an unlined trapezoidal channel spillway cut into the left abutment. The spillway contains a short concrete control slab adjacent to the embankment crest. The downstream channel of the spillway is comprised of unvegetated granular material. The outlet works consists of a 16-inch diameter ductile iron pipe (blowoff) with a sluice gate located at the inlet and controlled by a manual operator from the dam crest. An 8-inch diameter ductile iron pipe with a perforated vertical intake riser serves as the supply lines are equipped with two gate valves that are manually operated from the crest and downstream slope. Bear Run is located on Bear Run in Pike Township, Clearfield County, Pennsylvania, about 4-1/2 miles west of the community of Bridgeport (located along Anderson Creek) and about 6 miles west of the community of Curwensville.

Book excerpt: Based on the visual inspection, operational history, and available engineering data, the dam is considered to be in fair condition. In accordance with the recommended guidelines the spillway design flood for this facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 20 percent of the PMF without overtopping the embankment. Overtopping and embankment failure is also anticipated under less than 1/2 PMF flooding resulting in an increase in potential for loss of life. Thus, based on criteria contained in the recommended guidelines the spillway is considered seriously inadequate. Seepage was noted at the downstream toe in an area behind the old gate house. Also, seepage was observed to be issuing from the left embankment-abutment junction, about midway between the toe and the crest of the dam. Historical records indicate seepage was frequently noted in both areas. General surficial deterioration is evident on portions of the spillway, particularly the sidewalls.

Book excerpt: Recreation Dam is an L-shaped earth dam with a measured maximum height of 14.7 feet and a total length of approximately 1,600 feet. The facility is provided with a masonry spillway at the left abutment along its northern section and a diversion canal along its easterly extension. The latter serves to divert acid mine drainage from upstream mined areas around the facility. Based on visual observations, past history, and a hydrologic and hydraulic investigation, the dam and its appurtenances are considered in poor condition. Based on a visual evaluation and past performance the spillway system is considered structurally unsafe but of non-emergency status as the reservoir is completely drawn down. In addition, evaluation of the flashboard system indicated that failure of the flashboards under normal operating procedures could in itself cause serious downstream consequences.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

The principal spillway is a two-stage drop inlet spillway with a 30' diameter reinforced concrete pipe. The riser unit is 2.5 feet by 7.5 feet and is 33 feet high. The emergency spillway is located on the left abutment and is formed by a trapezoidal shaped open cut in glacial sand clay and gravel. The bottom width of the spillway channel is 100 feet. The spillway exit channel is 482 feet long and discharges on the left hillside below the toe of the dam. The inspection and review of data of North Fork Dam did not reveal any problems which require emergency action. The dam appears to be stable, well maintained, safely operated and in good condition. However, the spillway and reservoir are capable of controlling 60% of Probable Maximum Flood without overtopping the earth embankment. Based upon criteria established by the Corps of Engineers, the spillway is termed inadequate, but not seriously inadequate. In addition, the earth berm in the emergency spillway exit channel is low and overtopping of the berm during flood conditions will cause erosion of the embankment/abutment contact. This spillway berm will be overtopped at approximately 25% of the PMF.

The reservoir slopes are moderate with a good cover of vegetation. There are three ponds upstream from Hathaway Pond Dam on two tributary streams. The western stream contains Romobe Lake (PennDER I.D. No. 58-10) which is 1750 feet upstream from Hathaway Pond Dam. The eastern tributary contains Ball Lake and an unnamed smaller pond in series. Ball Lake is 2450 feet upstream and will retain considerable storage while the smaller unnamed pond was considered to have no effect on Hathaway Pond Dam. Two homes, a trailer, and township road are located 1800 feet downstream from Hathaway Pond Dam. These could suffer economic damage in the event of a dam failure.

Book excerpt: Park Place Dam No. 3 is a 32 foot high earthen embankment across an unnamed tributary of North Mahanoy Creek. The 685 foot long embankment impounds a 109 acre-foot reservoir within an 0.27 square mile drainage basin. Since very limited data exists regarding the physical features of the dam and appurtenances, most of the features described herein were obtained from field measurements taken during this inspection. The downstream slope was measured to be 2H:1V and is covered with riprap and occasional vegetation, as shown on Photographs 7 and 8. The average upstream slope could not be measured as the very small freeboard between the crest of the dam and the normal pool prevented a reliable measurement. The upstream portion of the slope between the crest and to at least several feet below the waterline was covered with riprap. The crest width ranges from 10 to 12 feet and averages approximately 11 feet wide. A 10-inch water supply pipe is located at the base of the embankment. An eight-inch water supply line branches off in the downstream valve house at the downstream toe. Discharge through both lines is controlled by valves located in the valve house.

The 18 inch wide core wall extends 2 feet into rock and projects 5 feet above rock. The foundation was grouted during construction. The spillway is located on the left abutment. The spillway consists of a 30 feet long concrete weir with a hydraulically operated Bascule crest gate. The spillway exit channel is cut into rock with a dry rubble, earth and rock dike keeping flow in a confined channel. The intake tower is located near the maximum section about 40 feet from the crest. A bridge serves as access from the embankment crest to the intake tower. A 12 inch cast iron pipe serves as the emergency blow off line and water intake line. The intake tower has two intakes at different elevations. (Author).
