Book excerpt: Based on the visual inspection, operational history, and available engineering data, the dam is considered to be in fair condition. In accordance with the recommended guidelines the spillway design flood for this facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 20 percent of the PMF without overtopping the embankment. Overtopping and embankment failure is also anticipated under less than 1/2 PMF flooding resulting in an increase in potential for loss of life. Thus, based on criteria contained in the recommended guidelines the spillway is considered seriously inadequate. Seepage was noted at the downstream toe in an area behind the old gate house. Also, seepage was observed to be issuing from the left embankment-abutment junction, about midway between the toe and the crest of the dam. Historical records indicate seepage was frequently noted in both areas. General surficial deterioration is evident on portions of the spillway, particularly the sidewalls.

The dam is provided with an unlined trapezoidal channel spillway cut into the left abutment. The spillway contains a short concrete control slab adjacent to the embankment crest. The downstream channel of the spillway is comprised of unvegetated granular material. The outlet works consists of a 16-inch diameter ductile iron pipe (blowoff) with a sluice gate located at the inlet and controlled by a manual operator from the dam crest. An 8-inch diameter ductile iron pipe with a perforated vertical intake riser serves as the supply lines are equipped with two gate valves that are manually operated from the crest and downstream slope. Bear Run is located on Bear Run in Pike Township, Clearfield County, Pennsylvania, about 4-1/2 miles west of the community of Bridgeport (located along Anderson Creek) and about 6 miles west of the community of Curwensville.

Lake Louise Dam is a high hazard small size dam. The spillway design flood is in the range of 1/2 PMF to PMF. The spillway is capable of controlling approximately 45% of the PMF. The dam breach analysis indicated that a significant increase in the downstream potential for loss of life and property damage exists should the dam fail. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. The spillway exit and entrance channels are in poor condition. The heavy vegetation creates the potential for water infiltration and made visual inspection of the embankment difficult. Lake Louise Dam is classified as an unsafe non-emergency dam.

However, the spillway (main and auxiliary) will not pass the Probable Maximum Flood (PMF) or one-half of the PMF without overtopping the dam. If Lake Scranton Dam should fail due to overtopping, the hazard to loss of life downstream from the dam would be significantly increased from that which would exist just prior to overtopping the dam. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as seriously inadequate. The existing spillway can accommodate a flood with a peak inflow of 28 percent of the PMF peak flow. Lake Scranton Dam is located upstream of No. 5 Dam. Failure of Lake Scranton Dam due to overtopping would probably cause overtopping and failure of this downstream dam. Williams Bridge Dam is located upstream of Lake Scranton Dam. Results of a Phase I Investigation Report on Williams Bridge Dam showed that the spillway capacity of Williams Bridge Dam was rated as seriously inadequate, based on criteria established by OCE for these studies. If Williams Bridge Dam should fail because of overtopping, the overtopping potential and the potential for failure of Lake Scranton and No. 5 Dams are greatly increased. The safety of Lake Scranton Dam is, therefore, directly affected by the safety of Williams Bridge Dam.
