The following recommendations are presented for immediate action by the owner: (1) that a detailed hydrologic and hydraulic engineering analysis be made by a professional engineer with experience in the design and construction of dams to determine means for improving the capacity of the spillway and reservoir system so that it will meet the requirements of the Commonwealth of Pennsylvania, (2) that all brush and trees be removed from the embankment slopes and that this maintenance be repeated on a regular basis, (3) that at least the two top valves be greased and operated on an annual basis, (4) that a formal surveillance plan and downstream warning system be developed for implementation during periods of high or prolonged precipitation, and (5) that an operation and maintenance manual be prepared for guidance in the operation of the dam during normal and emergency conditions, and that a schedule be developed for the annual inspection of the dam and its appurtenant structures.

It is 35 feet high at its maximum section and 685 feet long. The main spillway is located at the maximum section of the dam. It consists of a reinforced concrete riser structure near the upstream toe of the dam, a 24-inch diameter conduit, and a concrete outlet structure at the downstream toe of the dam. The auxiliary spillway is an excavated, trapezoidal channel at the left abutment of the dam. Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Maple Lake Dam is judged to be in good condition. Based on existing conditions, the main and auxiliary spillways will pass an approximate minimum of 48 percent of the Probable Maximum Flood (PMF before overtopping of the dam occurs. No stability problems were evident for the embankment at the time of the visual inspection, but a potential hazard to stability exists due to erosion that might occur when there is flow in the auxiliary spillway.

In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this flood control structure is the PMF. The spillway capacity is adequate for passing 71 percent of the PMF peak inflow without overtopping the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate.

Consequently, the spillway is assessed as being inadequate, but not seriously inadequate. Recommended owner procedures are listed.

Book excerpt: North Lake Dam is located on a branch of Hornbecks Creek in Delaware Township, Pike County, Pennsylvania. The facility is located approximately 1,500 feet upstream and west of wild Acres Lake, and about five miles from U.S. Route 209 which parallels the Delaware River in this area. Observations made during the visual inspection indicate the embankment is in fair condition, but in need of general maintenance. No evidence of seepage through the downstream embankment face, sloughing, erosion or animal burrows was observed. The embankment crest is noticeably low (in excess of 1-foot) near the spillway relative to the remainder of the crest. About two-thirds of the embankment is overgrown along an area extending approximately 400 feet to the right of the spillway. The vegetation is characterized as primarily brush and high weeds with clumps of small trees strewn throughout. In contrast, much of the embankment crest and upstream face are bare and unprotected with only light vegetation visible. Several long tire ruts scar the crest near the spillway. A small area characterized by swamplike vegetation is located about 350 to 375 feet from the right abutment along the downstream embankment toe. Seepage was observed at the downstream embankment toe near the outlet conduit flowing at a rate of about two to three gpm. The flow is suspected of being either seepage through the embankment foundation, or perhaps drainage from a concealed toe drain. A precise assessment of the condition is difficult without adequate design data are drawings.

Based on the criteria and the downstream conditions, the SDF is the 1/2 PMF. The spillway will pass the PMF with 0.5 foot of freeboard. The spillway capacity is rated as adequate. No stability problems were evident for the embankment. None of the observed deficiencies at the dam were considered an immediate hazard.

The embankment is approximately 340 feet in length with a maximum height of 22.5 feet. The dam inpounds a reservoir with a surface area of 250 acres and a storage capacity of 1,085 acre-feet at normal pool level. The top of the dam is 20 feet wide; the upstream and downstream side slopes are approximately 2.5 horizontal to 1.0 vertical (2.5H:1V). No information is available concerning the properties of the embankment materials. Within the embankment is a tapered reinforced concrete cutoff wall that extends from bedrock to 3.5 feet below the top of the embankment. The reinforced concrete spillway, which has maximum height of 13 feet from base to crest, consists of 3 sections separated by bridge piers. Each section id broad-crested weir with a vertical upstream face and a flat, sloping downstream face. The crest of the center section is 48.5 feet long and crest of each of the two end sections is 45.75 feet long. The crest of the center section, which is 3 feet wide, is 0.5 feet below the crest of the end sections; each of the end sections is 2.5 feet wide.

An ungated overflow masonry spillway is located at the approximate midpoint of the embankment. Silver Lake Dam has a maximum storage capacity of 51 acre feet and a maximum height of 15 feet. The dam is therefore classified as 'Small' size structure. Because of the potential for the possible loss of a few lives and appreciable property losses in the damage area, located about 0.6 miles downstream, the dam is considered to be a 'Significant' hazard structure. The selected Spillway Design Flood (SDF) for Silver Lake Dam ('Small' size, 'Significant' hazard) is the one hundred year storm. An examination of the hydrologic and hydraulic analyses indicates that the spillway is not capable of passing the SDF without the dam being overtopped. The spillway is classified as 'Inadequate'. Based on visual observations and a review of the information obtained from the Pennsylvania Department of Environmental Resources, Silver Lake Dam appears to be in fair condition.

Book excerpt: Warrington Dam is a 45 foot high zoned earth embankment, 1,600 feet long, with an emergency spillway at each end of the embankment. The embankment contains an impervious core constructed over a cutoff trench under the dam centerline. The core and cutoff trench are composed of materials classified as silty clays and clayey silts (Zone 1) and encompassed by less permeable materials classified as silty gravels (Zone 2). The upstream slope is 3H:1V with a 10 foot berm at approximately elevation 241.5, normal pool level. The downstream slope is 2.5H:1V with a 12 foot wide berm that serves as an access road along the downstream face of the embankment. The impervious Zone 1 core upstream slope is 2H:1V and the downstream slope is 1.5H:1V. The 14 foot wide embankment crest is at a design elevation of 272.9. Both upstream and downstream slopes are protected with grass. Embankment seepage is controlled by a drain trench near the downstream toe, which contains a 12-inch perforated drain pipe which discharges through the impact basin at the downstream toe.

Book excerpt: Bear Creek Lake Dam is a rock filled timber crib structure approximately 325 feet long and 17 feet high at its maximum section. An ungated drop spillway with an 158-foot long sharp crested weir is located approximately 60 feet from the right abutment (looking downstream). The 80 acre lake is used for recreation by the residents of Bear Creek Village. It is unknown when the dam was constructed. In the state inspection report of April, 1915 it is stated, 'This dam was constructed a great many years ago, but it has been repaired from time to time, so that more than likely none of the original structure is now in existence.' Examination of the results of the hydrologic and hydraulic analysis indicate that the drop spillway is capable of passing 11 percent of the Probable Maximum Flood (PMF) without overtopping of the embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the capacity of the drop spillway is classified as 'seriously inadequate.' The dam is considered to be 'unsafe (non-emergency).'

The embankment is 490 feet long and 19 feet high at maximum section. There are two outlet works at the dam. The first outlet works, which is near the right end of the embankment, consists of a concrete intake structure, two 24-inch diameter cast-iron pipes, and a valve house. This outlet works is connected to the water supply system. The second outlet works, which is near the left end of the dam, is similar to the first except it consists of a single 24-inch diameter pipe. The second outlet works provides the emergency drawdown capability. The concrete chute spillway is at the left abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 75 feet long. The approach channel is short and concrete paved. The exit channel is a continuation of the chute. A bridge extends across the spillway crest. It is supported by two piers.
