Book excerpt: Howells Run Dam consists of an earth embankment 670 feet long with a maximum height of 63 feet from the downstream toe. A 50-foot-wide concrete chute spillway located on the right abutment (looking downstream) serves as both primary and emergency spillway for the reservoir. Based on the evaluation of the conditions as they existed on the dates of inspection (May 16 and 30, 1978) and as revealed by visual observations, the condition of Howells Run Dam is assessed to be good. The spillway has the recommended capacity to pass the probable maximum flood. Therefore, the spillway is adequate. Operation of the outlet pipe gate was not observed. The owner reports that the gate has never been operated and therefore its operational condition is questionable. It is recommended that the owner monitor the uncontrolled seeps on each side of the spillway channel and take necessary remedial measures if seeps are found to be increasing.

Book excerpt: Shirf's Run Dam consists of an earth embankment approximately 320 feet long with a maximum height of 15 feet from the downstream toe and a crest width of 10 feet. The upstream side of the dam is protected by riprap and the downstream slope is covered with grass. The spillway discharge facilities for the dam consist of an earth channel located at the right abutment. The outlet facilities consist of a 12-inch cast-iron pipe encased in concrete through the embankment. Based on the evaluation of the existing conditions, the condition of Shirf's Run dam is considered to be good. The only condition noted which requires attention is the lack of adequate erosion protection on the left side of the emergency spillway channel against the embankment. This condition is considered to pose breach potential in the event of large flows through the spillway. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass approximately 50 percent of the probable maximum flood (PMF) without overtopping the embankment.

Book excerpt: Based on the evaluation of the existing conditions on March 14 and April 16, 1979, the condition of Little Blue Run Dam is considered to be good. No conditions were noted at this time that would significantly affect the structural performance of the dam. The flood discharge facilities for the dam were designed to pass the probable maximum flood (PMF) without overtopping the embankment. Therefore, according to the recommended criteria, the flood discharge facilities of the dam are adequate. Presently, the pool elevation is approximately 170 feet below the dam crest level. The pool elevation is expected to reach spillway crest level in about the year 2010. The following recommendations should be implemented on a continuing basis: (1) The cracking observed on the crest should continue to be evaluated by the design engineers. Also, attention should be given to the slump and seepage observed on the left abutment. Erosion ditches on the right abutment should be filled; and (2) A formal warning system should be developed to alert the downstream residents in the event of emergencies.

The crest and upstream and downstream faces of the dam are covered with riprap. The flood discharge facilities of the dam consist of a 33-ft. rectangular stone masonry overflow spillway located on the left abutment (looking downstream). The spillway is 33 feet wide and about 4 feet deep at the control section and uniformly converges into the spillway discharge channel. The spillway discharge channel is a stone masonry chute, which terminates at a plunge pool. A dike along the right side of the spillway discharge channel is provided to prevent flow towards the toe of the dam. The outlet facilities consist of a 16-inch cast-iron blow-off pipe and a 12-inch cast-iron supply pipe. Based on the evaluation of the existing conditions, the condition of Bear Rock No. 2 Dam is considered to be unsafe/nonemergency. The structural condition of the embankment is considered to be good. The spillway capacity was evaluated according to the recommended procedure and was found to pass 30 percent of the probable maximum flood (PMF) without overtopping the embankment.

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 62 percent of the PMF prior to embankment overtopping. Consequently, the spillway is assessed as being inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included heavy overgrowth across the downstream toe, a questionable structural and foundation design associated with the spillway, and an inadequate emergency warning system.
