Book excerpt: Birdsboro Dam is an approximately 40-foot high rolled earth embankment constructed across Indian Run Creek. The 430-foot long dam impounds an 8-acre reservoir. Very limited data exists regarding physical features of the dam. However, it is known that local borrow material from within the reservoir area was used for the construction. The downstream slope is a 1.5H:IV slope, and the upstream slope is covered with hand-placed riprap on a slope of approximately 2.5H:IV. It is not known if there is a cutoff wall, nor is it known if a grout curtain was installed.

Book excerpt: Lake Antietam Dam is a 60-foot high masonry structure with an upstream compacted fill embankment with an impervious core approximately 8 feet wide. The dam is approximately 230 feet long with a crest width of 17 feet. The embankment impounds a 16-acre reservoir within a 5.5 square mile drainage basin. The upstream slope is 2.25H:IV, and is riprapped from the crest to elevation 498 with hand-placed stone. The downstream slope is composed of stacked masonry block and has a curved surface, as shown on Plate 5, Appendix E. The dam was founded on trap rock, and does not have a cutoff trench or a grout curtain. There is a 4-foot high parapet wall along the downstream side of the crest. The spillway is excavated into solid rock on the left abutment, and has a skewed spillway with a crest width of 66 feet discharging into a channel which narrows to 30 feet at the end. Thereafter, water discharges into the natural streambed below the dam. The intake tower is located 125 feet upstream from the crest, and contains one discharge pipe, as shown on Plate 5. It is noted that this discharge pipe is no longer operational, and that the reservoir no longer serves as a water supply source. The dam contains a pond drain with a control valve at a valve house located at the downstream toe of the dam.

The dam is located on Kaercher Creek in Windsor Township, Berks County, Pennsylvania, approximately 3/4 mile east norteast of Hamburg, Pennsylvania. The facility is considered to be in good condition and well maintained. The dam is considered a 'High' hazard potential structure consistent with its potential for extensive property damage and loss of life along Kaercher Creek and in the town of Hamburg, Pennsylvania. The design data was comprehensive and included hydrology and hydraulic calculations together with structural calculations and geologic data. Kaercher Creek Dam was designed to pass probable maximum flood (PMF) without overtopping. Therefore, the spillway is considered 'Adequate'.

Book excerpt: This report is prepared under guidance contained in the Recommended Guidelines for Safety Inspection of Dams for Phase I Investigations. The purpose of a Phase I investigation is to expeditiously identify those dams which may pose hazards to human life or property. The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigations, testing and detailed computational evaluations are beyond the scope of the Phase I investigation; however, the investigation is intended to identify the need for more detailed studies. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

Book excerpt: Lower Owl Creek Dam is owned by the Borough of Tamaqua, and the reservoir is used for water supply purposes. The original dam was built in 1882 or 1883, and several major renovations have been performed since, the latest being in 1928. The visual inspection disclosed that the emergency spillway has been partially filled in. The embankment is currently in good condition, and the siphon spillway is in fair condition. In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'High' hazard classification is one-half to the full Probable Maximum Flood (PMF). The one-half PMF has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the combined siphon and emergency spillway structures are capable of discharging about 21 percent of the PMF without overtopping the embankment under existing conditions. If the emergency spillway was restored to its original condition, the spillway systems would be capable of discharging about 59 percent of the PMF without overtopping the embankment. As the structure will not pass the spillway design flood under existing conditions and is not assessed to fail during one-half the PMF, the spillway is considered to be 'Inadequate' but not 'Seriously Inadequate'. Book excerpt: Boyertown Reservoir Dam is an earth and rockfill embankment with a concrete corewall and a 20-foot wide, broad-crested, concrete spillway. The upstream portion of the dam is rolled earth embankment; the downstream section is earth and rockfill. The dam is approximately 620 feet long with a maximum height of 55 feet and impounds a reservoir with a normal pool storage capacity of 105 acre-feet. The dam is located on Popodickon Creek and serves as a source of water supply for Boyertown, which is situated approximately 2.5 miles downstream (east) of the dam. The Spillway Design Flood (SDF) for this 'Intermediate' size, 'High' hazard dam is the Probable Maximum Flood (PMF). The spillway is capable of discharging 37 percent of the PMF without overtopping of the embankment. The spillway is classified as 'Inadequate'. The spillway is not classified as 'Seriously Inadequate' because the depth and duration of overtopping are not considered sufficient to cause a failure of the embankment at 50 percent of the PMF. Based on the visual observations and review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, Boyertown Dam is considered to be in good condition.

Book excerpt: Raven Run Dam No. 2 is an earth and rockfill dam, 462 feet long and 37 feet high. The crest width of the dam is 8 feet. The spillway is located on the right abutment and consists of a rectangular shaped weir formed by stone masonry walls on both sides. The weir is 60 feet long. The spillway exit channel discharges on the right hillside below the toe of dam. The outlet conduit consists of a 24 inch or a 36 inch cast iron pipe under the earth embankment. Upstream of Raven Run Dam No. 2 is Raven Run Dam No. 3. All flows from Raven Run Dam No. 3 discharge into Raven Run No. 2 Reservoir. The spillway and reservoir are capable of controlling the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed adequate. The seepage exiting below the toe of the dam should be monitored at regular intervals. In addition, a subsidence investigation should be conducted to determine the effects of past and present mining beneath the structure.
