Book excerpt: Slovenia is regarded today as a free country and consolidated democracy, with some problems with corruption, independent media, and independent judiciary. Since its independence in 1991, Slovenia has put in place democratic institutions of state organization, undergone major capital rearrangements, and achieved both of the starting objectives of new international involvement by entering the EU and NATO. On January 1st, 2007, Slovenia was the first among former socialist countries to take on the common European currency. Slovenia has been subject to highly varying assessments during the construction of its democratic political system; it has been acknowledged as “a ripe democracy,” complete democracy,” or, alternatively, “apparent” or “virtual democracy.” The move negative assessments of the Slovenian political system are related to the persistence of authoritarian behavior patterns and manipulation of democratic institutions that have found its way into the structures of political parties. This book follows the Slovenian evolution from the second-smallest Yugoslav republic to one of the most successful post-communist countries in Central Europe.

Book excerpt: The papers in this volume study the relationship between language use and the concept of the “tourist gaze” through a range of communicative practices from different cultures and languages. From a pragmatic perspective, the authors investigate how language constantly adapts to contextual constraints which affect tourism discourse as a strategic meaning-making process that turns insignificant places into desirable tourist destinations. The case studies draw on both, in situ interactions with visitors, such as guided tours and counter information, old and new mediatized genres, i.e. guide books, travelogues, print advertising as well as TV-commercials, service web-sites and apps. Despite the diversity of data, one of the common findings in the volume is that staging the sensory ‘lived’ tourist experience is the lynchpin of all communicative practices. Hence, the use of tourism language reveals itself as the mirror of how ‘people on the move’ continuously enact as ‘tourists’ and ‘places’ are constructed as must-see ‘sights’.

The first is to link together two major movements of our time, one philosophical, the other practical. The philosophical movement is towards what many today are calling an 'integral' age, while the practical is the 'green' movement, duly aligned with that of sustainable development. The second is to blend together elements of nature and community, culture and spirituality, science and technology, politics and economics, thus serving to bring about an 'integral green' vision, albeit with a focus on business and economics. As such, the authors transcend the limitations to sustainable development and environmental economics, which are overly ecological, if not also technological, in orientation, and exclude social and cultural elements. Thirdly, this particular volume, with Darja Piciga, focuses specifically on Slovenia, as well as on Europe generally, drawing on the particular issues and capacities that this country and continent represents, particularly for sustainable development and social knowledge-based economy. The emphasis on Slovenia arose, not only because it lies at the heart of Europe, but because a specific movement for an Integral Green Slovenian Society and Economy, has been co-evolved there, by the three editors in conjunction with Slovene organisations, communities and movements, with a view to integrating existing and emerging knowledge resources, initiatives and practices into a model, as an alternative to austerity, for Slovenia and other European countries.

Never having had a glorious unified kingdom in the past, Slovenians identify themselves not by blood or history but by their language, which differs from the other languages of the ex-Yugoslavia. The older generation is fluent in Serbo-Croatian, which helps for politics and trade, but has little of its historical baggage, and the country has geo-political importance as a politically stable stepping stone to the Balkans. As far as nationhood goes, Slovenia's golden age is now. There is a sense of change in the country--mostly for the better, and not the dull stampede toward materialism that one sees in some other former Eastern bloc countries. As a tourist destination Slovenia has it all, from medieval ruined monasteries to whitewater rafting. The people of this lovely land are genuinely glad that others are "discovering" their country. There are no real language problems; the younger people all speak English. Moreover, membership of the EU means that this is a country in transition. Culture Smart! Simona Kukovič and Miro Haček offer a comprehensive analysis of the functioning of local government from historical, normative, systemic, and dynamic perspectives. The authors analyze the historical-normative foundations of the existence of local government and, building on this, examine the functional dynamics of the central organs of local government. In particular, they analyze the position of local mayors in terms of role and the powers assigned to the mayor by law, leadership characteristics, the evolution of eligibility, and relations with other local actors. This is followed by an analysis of the municipal council, in which Kukovič and Haček outline the function and responsibilities and highlight some features of the inner workings of this collective decision-making body. The authors devote special attention and a wealth of empirical data to local democracy, which is particularly vibrant, somewhat peculiar, and undoubtedly one of the strongest elements of Slovenia's still relatively fragile democracy.
