Their global production networks have often been subject to scrutiny as the power relationships between buyer firms in developed countries and supplier firms in developing countries raise issues concerned with 'fast fashion', the role of brands, labour standards in developing countries, job losses among the most vulnerable workers in Europe and the US, and the growing differentiation within the bloc of developing countries between the least developed and fast developers, such as China and India. This book analyses the way British, American and German firms in the clothing industry (manufacturing and retail) co-ordinate and govern their global production networks/value chains. It offers a multi-level study, concerned with processes of economic interaction between international, regional, and national economic institutions and actors. This combines an analysis of international/regional regulatory systems, global markets and conditions in the developing countries where suppliers are found, with a focus on the recent development of the clothing industry in three western countries. The analysis of firms' global networks focuses on the power relationships between western producers and retailers on the one hand and between buyer firms in developed and supplier firms in developing countries on the other, as well as their impact on labour. Utilising over one hundred interviews in six countries on three continents, it follows the value chain from developed to developing countries and studies the many issues which confront students of globalization at the current time. The study combines theoretical perspectives from economic sociology, political economy and management and seeks to utilise the complementary strengths of the Varieties of Capitalism approach and that of Global Production Networks/Value Chains. It will appeal to advanced students and academics interested in processes of economic globalization and the way firms manage them, as well as to those looking for a study of the clothing industry which combines theoretical depth with broad empirical coverage.

Book excerpt: This paper studies the interaction between global systems of production/innovation and national capitalisms, from the theoretical perspectives of varieties of capitalism and global value chains or global production networks (GPNs). The paper's theoretical contribution lies in two areas: it links firms' construction of GPNs to national institutional configurations of lead firms but it also argues that under the impact of global markets the notions of national institutional reproduction and comparative economic advantage need to be re-conceptualized to reflect the complexity of global effects. The empirical part presents a comparative study of two industries in three countries-the UK, the United States and Germany. The paper utilizes original data on GPNs, based on a large number of interviews in firms and associations.

Book excerpt: Accelerating processes of economic globalization have fundamentally reshaped the organization of the global economy towards much greater integration and functional interdependence through cross-border economic activity. In this interconnected world system, a new form of economic organization has emerged: Global Production Networks (GPNs). This brings together a wide array of economic actors, most notably capitalist firms, state institutions, labour unions, consumers and non-government organizations, in the transnational production of economic value. National and sub-national economic development in this highly interdependent global economy can no longer be conceived of, and understood within, the distinct territorial boundaries of individual countries and regions. Instead, global production networks are organizational platforms through which actors in these different national or regional economies compete and cooperate for a larger share of the creation, transformation, and capture of value through transnational economic activity. They are also vehicles for transferring the value captured between different places. This book ultimately aims to develop a theory of global production networks that explains economic development in the interconnected global economy. While primarily theoretical in nature, it is well grounded in cutting-edge empirical work in the parallel and highly impactful strands of social science literature on the changing organization of the global economy relating to global commodity chains (GCC), global value chains (GVC), and global production networks (GPN).

Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan’s Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays. Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

Book excerpt: “Globalization,” surely one of the most used and abused buzzwords of recent decades, describes a phenomenon that is typically considered to be a neutral and inevitable expansion of market forces across the planet. Nearly all economists, politicians, business leaders, and mainstream journalists view globalization as the natural result of economic development, and a beneficial one at that. But, as noted economist Martin Hart-Landsberg argues, this perception does not match the reality of globalization. The rise of transnational corporations and their global production chains was the result of intentional and political acts, decisions made at the highest levels of power. Their aim – to increase profits by seeking the cheapest sources of labor and raw materials – was facilitated through policy-making at the national and international levels, and was largely successful. But workers in every nation have paid the costs, in the form of increased inequality and poverty, the destruction of social welfare provisions and labor unions, and an erratic global economy prone to bubbles, busts, and crises. This book examines the historical record of globalization and restores agency to the capitalists, policy-makers, and politicians who worked to craft a regime of world-wide exploitation. It demolishes their neoliberal ideology – already on shaky ground after the 2008 financial crisis – and picks apart the record of trade agreements like NAFTA and institutions like the WTO. But, crucially, Hart- Landsberg also discusses alternatives to capitalist globalization, looking to examples such as South America’s Bolivarian Alliance for the Americas (ALBA) for clues on how to build an international economy based on solidarity, social development, and shared prosperity.

He explains how global capital mobility has allowed capital to reorganize production worldwide in accordance with a whole range of considerations that allow for maximizing profit-making opportunities. This worldwide decentralization and fragmentation of the production process has taken place alongside the centralization of command and control of the global economy in transnational capital. In turn, this economic reorganization finds a political counterpart in the rise of the transnational state. In the future, Robinson argues, hegemony will be exercised not by a particular nation-state but by the new global ruling class who, regardless of their nationality, tend to share similar lifestyles and interact through expanding networks of this transnational state. In this way, the process of globalization is unifying the world into a single mode of production that is increasingly integrating different countries and regions into a new global economy and society. contradictions, the twenty-first century is likely to harbor ongoing conflicts and disputes for control between the new transnational ruling group and the expanding ranks of the poor and the marginalized.
