Book excerpt: Older ICT systems that are critical for the delivery of key public services ('legacy ICT') expose departments to risks which must be understood and managed. A particular risk is that departments dependent on legacy ICT will find it more challenging to achieve the business transformation envisaged by the Government in its digital strategy. Some £480 billion of the government's operating revenues and at least £210 billion of non-staff expenditure such as pensions and entitlements are reliant to some extent on legacy ICT. Good practice in managing legacy ICT as an integrated part of public service delivery is therefore crucial to maintaining the performance of these services. The reliance of government on legacy ICT is highlighted by the NAO in a number of case studies. The common risks seen by the NAO in its case studies include a higher vulnerability of legacy ICT to security problems; being locked in to uncompetitive support arrangements with a single supplier; a shortage of skills to maintain and support legacy ICT; the proliferation of manual processes as legacy ICT systems have to cope with changing business needs; the cost of new business processes to compensate for missing functionality in the legacy ICT system; and increased complexity caused by additional interfaces with other systems, driving up costs.

Book excerpt: According to the National Audit Office, in 2011-12, government spent an estimated £316 million less on ICT than it would otherwise have done. The main challenge, however, will be to move to the delivery of ICT solutions that reform public services and the way that government works. The government announced in October 2012 that, subject to audit, it had already saved £410 million from its savings initiatives in 2012-13 and expected to save a further £200 million by the end of March 2013. The appointment of commercial experts has helped departments to claw money back, renegotiate contracts before they expire and, overall, spend less on ICT than they otherwise would have done. However, weaknesses in data held by the Cabinet Office have meant that the £348 million of savings reported by the Cabinet Office for 2011-12, resulting from its initiative to manage ICT suppliers as a single customer, could not be validated. To date, moreover, the Cabinet Office has measured only cost savings and has not published measures of the wider impacts of its initiatives. The department is starting to take steps to consider risk and performance on a more holistic basis, which should provide it with more information on wider impact. Views are mixed on the effect of reform on government's relationship with ICT suppliers. Suppliers consulted by the NAO were frustrated at the slow pace of change and the focus on cost-cutting, rather than exploring innovative opportunities to redesign public service and put services online. Book excerpt: This report reviews how government uses Information and Communications Technology (ICT) to deliver public services. The review gives an overview of existing uses, as well as initiatives and changes underway. It details a number of big challenges the government faces in protecting and improving the value for money of ICT and in ensuring that ICT is deployed fully in the drive to secure sustainable cost reduction. In response to such challenges and a worsening financial situation, the government has made a number of changes, prominent among which was the formation in June 2010 of the Efficiency and Reform Group that is taking a new approach to securing value for money from ICT. The Group has been responsible for a number of new initiatives, including the moratorium on central government's signing new ICT contracts worth more than £1 million without agreement from the Minister for the Cabinet Office; a mandatory review of all ICT projects currently underway to identify waste; and a drive to renegotiate contracts with suppliers. Most of the Group's initiatives are at a very early stage and it is too early for the National Audit Office to evaluate their effect. This review will, however, set the ground for future evaluations of these and other initiatives designed to achieve value for money from ICT spending.

Book excerpt: The National Audit Office has commended the early progress being made by the Government in implementing its ICT Strategy but has identified areas where progress has not kept pace with the Government's ambitions. Launched in March 2011, the Strategy is intended to tackle systemic problems in government ICT projects which in the past have tended to be too big, lengthy, risky and complex. Departments have independently developed systems which have often not communicated easily with one another. The broad aim of the Strategy is to reduce waste and project failure, create a common ICT infrastructure for government and use ICT to change how public services are delivered. The Government has adopted a pragmatic and collaborative approach and has largely met the first round of deadlines for taking action. New arrangements are in place to implement the Strategy; and the leadership, governance and mechanisms for making sure departments comply with the Strategy are different from those in the past and have the potential to secure benefits. Thirty actions from the Strategy have been rationalized into 19 delivery areas with a more consistent plan about how the new approaches and standards and the common ICT infrastructure will be taken forward. However, there are also a number of areas where not enough progress has been made. The Cabinet Office has not yet developed a system for measuring the extent to which the Strategy is resulting in sustained change. Gaps in ICT skills in the public sector also remain a serious challenge.

This report looks at the progress made since the previous NAO report in 2000 (HC 864 1999-2000, ISBN 0105569488). It is based on a survey of the 20 main Whitehall departments, focus groups of 27 departmental risk managers, comparisons with the private sector, academic research and five case studies. The general conclusion is that significant improvement has been made but more needs to be done to make effective risk management a central part of general management processes. The ability to take risks and innovate, keep projects on track and handle complex service delivery needs to be further developed.

However, agencies face numerous ICT supply chain risks, including threats posed by counterfeiters who may exploit vulnerabilities in the supply chain and, thus, compromise the confidentiality, integrity, or availability of an organization’s systems and the information they contain. For example, in September 2019, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency reported that federal agencies faced approximately 180 different ICT supply chain-related threats. To address threats such as these, agencies must make risk- based ICT supply chain decisions about how to secure their systems. The specific objective of this report was to determine the extent to which federal agencies have implemented foundational ICT SCRM practices. This is a public version of a sensitive report that GAO issued in October 2020.
