Book excerpt: This research evaluates the national action plans that were prepared between June 2005 and October 2008 as a response to the United Nations Security Council's Resolution 1325 on women, peace and security (UNSCR 1325). Resolution 1325 was adopted unanimously on October 31, 2000; it mentioned the consequences of conflict on women and girls, and noted the role of women in the peacebuilding and post-conflict processes. It is one of the most important UN resolutions within the field of peace and security policy. In addition to the UN Security Council President's Statement of 31 October 2002, the UN Secretary General's Report of 13 October 2004 on women, peace and security invited the states to prepare national action plans in order to take strong steps towards the implementation of UNSCR 1325. Since the Secretary General's Report, eleven United Nations member countries -- namely Austria, Côte d'Ivoire, Denmark, Finland, Iceland, the Netherlands, Norway, Spain, Sweden, Switzerland, and the United Kingdom -- have published national action plans. This study examines the similarities and the differences of the national action plans that were prepared as a response to the UNSCR 1325. In addition, national action plans are compared to the statements identified in the UNSCR 1325. The research points out the importance of national action plans for the implementation of UNSCR 1325. It also outlines the important aspects of a national action plan--such as the involvement of NGOs, time frames, financial allocation, monitoring processes, and the inclusion of awareness-raising activities. The main finding is that the existing action plans provide a set of examples for the countries that are preparing or will prepare national action plans. Therefore, the research should be continued as new national action plans are emerging. The study is significant, because it contributes to the small amount of research literature that is available on UNSCR 1325 and the national action plans. Hopefully, it also will be a useful guide for the countries that are about to prepare their national action plans. The study should be of interest to policy makers who are working in the field and, in addition, to citizens and activists who are interested in the topic.

Book excerpt: At the time of its adoption in October 2000, United Nations Security Council resolution 1325 on Women, Peace and Security (WPS) was hailed as a turning point for women involved in conflicts, peacemaking, peacekeeping and post-conflict reconstruction. Resolution 1325 required all efforts aimed at resolving conflicts and building peace to be inclusive, gender-sensitive and transformative for women. In recent years, National Action Plans (NAPs) on WPS have become one of the most commonly used tools by states to channel, assess and monitor the implementation of resolution 1325 and other UN WPS resolutions. This book presents an edited version of the proceedings of the NATO Advanced Research Workshop (ARW) on ‘National Action Plans on Women, Peace and Security’, held in Dublin, Ireland, in May 2016. The workshop brought together representatives from various states, as well as academics, and members of civil society and international organizations, to discuss their experiences with NAPs and to critically reflect on the role of NAPs in supporting the implementation by states of the WPS framework. The aim of this book is to disseminate the key arguments, findings, and recommendations which emerged from the discussions held at the ARW. It includes a summary report which sets out key arguments and recommendations and offers a number of key papers from the ARW, with the intention of contributing to academic and policy debates concerning gender and armed conflict and, more particularly, the WPS framework.

Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution. Yet, there is a dearth of systematic data which until recently has restricted the ability of researchers to evaluate the progress in implementation and impact of UNSCR 1325. By engaging with both empirics and critical theory, the authors of this edited volume make important contributions to the gender, peace and security agenda. Book excerpt: Between 2000 and 2015, women ascended to the top of judiciaries across Africa, most notably as chief justices of supreme courts in common law countries like Ghana, Nigeria, Sierra Leone, Gambia, Malawi, Lesotho and Zambia, but also as presidents of constitutional courts in civil law countries such as Benin, Burundi, Gabon, Niger and Senegal. Most of these appointments was a "first" in terms of the gender of the chief justice. At the same time, women are being appointed in record numbers as magistrates, judges and justices across the continent. While women’s increasing numbers and roles in African executives and legislatures have been addressed in a burgeoning scholarly literature, very little work has focused on women in judiciaries. This book addresses the important issue of the increasing numbers and varied roles of women judges and justices, as judiciaries evolve across the continent. Scholars of law, gender politics and African politics provide overviews of recent developments in gender and the judiciary in nine African countries that represent north, east, southern and west Africa as well as a range of colonial experiences, postcolonial trajectories and legal systems, including mixes of common, civil, customary, or sharia law. In the process, each chapter seeks to address the following questions: What has been the historical experience of the judicial system in a given country, from before colonialism until the present? What is the current court structure and where are the women judges, justices, magistrates and other women located? What are the selection or appointment processes for joining the bench and in what ways may these help or hinder women to gain access to the courts as judges and justices? Once they become judges, do women on the bench promote the rights of women through their judicial powers? What are the challenges and obstacles facing women judges and justices in Africa? Timely and relevant in this era in which governmental accountability and transparency are essential to the consolidation of democracy in Africa and when women are accessing significant leadership positions across the continent, this book considers the substantive and symbolic representation of women’s interests by women judges and the wider implications of their presence for changing institutional norms and advancing the rule of law and human rights.

A large number of sub-Saharan African countries have adopted gender budgeting. Two countries that have achieved notable success in their efforts are Uganda and Rwanda, both of which have integrated gender-oriented goals into budget policies, programs, and processes in fundamental ways. Other countries have made more limited progress in introducing gender budgeting into their budget-making. Leadership by the ministry of finance is critical for enduring effects, although nongovernmental organizations and parliamentary bodies in sub-Saharan Africa play an essential role in advocating for gender budgeting.

Book excerpt: This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.
