The framework of each system is constructed to tackle specific aspects of the national economy. It is also designed in a manner, which helps in framing policies for future activity. The aim of this book is mainly to describe the anatomy of these three social accounting systems and compare their structures. Some attention is also given to a comparison of the systems in actual use by some industrially developed countries, including the centralized economies. The problem of integrating the three systems is also cursorily treated. While updating and clarifying the 1968 SNA, the 1993 SNA provides the basis for improving compilation of national accounts statistics, promoting integration of economic and related statistics, and enhancing analysis of economic developments. The 1993 SNA deals more clearly with relationships between economic flows (such as production, income, savings, accumulation, and financing) and links between these flows and stocks. At the same time the 1993 SNA reflects the many significant developments that have taken place in financial markets and completes the integration of balance sheets into the system. The 1993 SNA also suggests how satellite accounts (e.g. environmental accounts) and alternative classifications (e.g., through social accounting matrices) an be used to augment the central framework of the system.

Assuming that a high level of regulation makes it easier to compare financial reports an index is established that measures the national degree of determination of financial measurement. The findings are based on actual data on accounting regulations of 14 national systems and the IASC. Three groups of different degrees of regulation can be identified, which are compared to the results on disclosure regulation in Cooke/Wallace. An analysis of results indicates that the foundation of new standard-setting bodies seems to be important to improving the national system.
