Much more than a tax collector, the institution managed China’s harbors and surveyed the Chinese coast. It oversaw a college training Chinese diplomats; translated legal, philosophical, economic, and scientific documents; organized contributions to international exhibitions; and pioneered China’s modern postal system. After the 1911 Revolution, the agency began managing China’s international loans and domestic bond issues, and in the 1930s, it created a coast guard to combat smuggling. The Customs Service was central to China’s post-Taiping entrance into the world of modern nation-states and twentieth-century trade and finance, and this is the first comprehensive history of the Customs Service’s activities and truly cosmopolitan nature. At times, the Service kept China together when little else did.

Book excerpt: In Re-enchanting Modernity Mayfair Yang examines the resurgence of religious and ritual life after decades of enforced secularization in the coastal area of Wenzhou, China. Drawing on twenty-five years of ethnographic fieldwork, Yang shows how the local practices of popular religion, Daoism, and Buddhism are based in community-oriented grassroots organizations that create spaces for relative local autonomy and self-governance. Central to Wenzhou's religious civil society is what Yang calls a "ritual economy," in which an ethos of generosity is expressed through donations to temples, clerics, ritual events, and charities in exchange for spiritual gain. With these investments in transcendent realms, Yang adopts Georges Bataille's notion of "ritual expenditures" to challenge the idea that rural Wenzhou's economic development can be described in terms of Max Weber's notion of a "Protestant Ethic". Instead, Yang suggests that Wenzhou's ritual economy forges an alternate path to capitalist modernity.

Book excerpt: The social sciences have been heavily influenced by modernization theory, focusing on issues of economic growth, political development and social change, in order to develop a predictive model of linear progress for developing countries following a Western prototype. Under this hegemonic paradigm of development the world tends to get divided into simplistic binary oppositions between the ‘West’ and the ‘rest’, ‘us’ and ‘them’ and ‘self’ and ‘other’. Proposing to shift the discussion on what constitutes the ‘Other’ as opposed to the ‘Self’ from philosophy and cultural studies to the social sciences, this book explores how the structural asymmetries existing between Western discourses and the realities of the non-Western world manifest themselves in the ideas, institutions and socio-political practices of India and China, and in how far they shape the social scientist’s understanding of their discipline in general. It provides a counter-narrative by revealing the relativity of geographies, and by showing that the conventional presentation of core elements of the Asian socio-political set-up as ‘aberrations’ from the Western models fails to acknowledge their inherent strategic character of adapting Western concepts to meet local requirements. Drawing on multiple disciplines, concepts and contexts in India and China, the book makes a valuable contribution to the theory and practice of politics, as well as to International and Asian Studies.

Remaking the Chinese City aims to capture the full diversity of recent Chinese urbanism by examining the modernist transformations of China's cities in the first half of the twentieth century.
