For the past century they have been a minority people under the domination of an alien occupying power: first the Germans, and then the South African regime - itself an oppressor of its own majority people - who have illegally occupied Namibia for over 70 years. The Namibian people have been murdered, imprisoned and tortured, their country has been turned into a battleground for contending armies, their land and natural resources have been stolen and exploited. Yet Namibia has been on the international agenda for many years, first under a League of Nations mandate and later as a UN Trust Territory. Book excerpt: Focusing on the Namibian issue and how it has been handled in the United Nations since 1945, this book discusses the limitations of the UN as a political institution and assesses its ability to manage crises and control conflicts. The UN was established to help maintain international peace and security; since its founding, however, the independence and sovereignty of member states has come to take precedence over the organization's original goals. As a result, contends Ms. Rocha, the UN may be viewed as a passive arena where political actors pursue their policies and priorities in response to the larger realities and forces governing world politics. In the case of Namibia, the UN simply cannot take significant action in expelling the illegal South African administration without the support of the few powerful members who provide it with resources. She concludes that the liberation of Namibia rests ultimately with the Namibian people themselves and the ability of SWAPO to intensify its armed struggle, thereby causing South Africa to consider its presence in Namibia more a liability than an asset.

Thousands of survivors were left with irreparable physical and emotional injuries. The unhealed trauma of Cassinga, a Namibian civilian camp in southern Angola before the massacre, is beyond the worst that the victims of the attack experienced on the ground. Unacceptable layers of pain and suffering continue to grow and multiply as the victims’ grievances and other issues arising out of the aftermath of the massacre have been ignored, particularly following Namibia’s political independence. In this book, the afterlife of the victims’ traumatic memories and their aspiration for justice vis-à-vis the perpetrators’ enjoyment of blanket impunity from prosecution, in spite of their ongoing denial of killing and maiming innocent civilians at Cassinga, are explored with the aim to create public awareness about the unfortunate circumstances of the Cassinga victims.

Yet this fact is little known in Germany and the subject remains virtually absent from most school textbooks. While debates are now common in France and Britain over the impact of empire on former colonies and colonising societies, German imperialism has only more recently become a topic of wider public interest. In 2015, the German government belatedly and half-heartedly conceded that the extermination policies carried out over 1904-8 in the settler colony of German South West Africa (now Namibia) qualify as genocide. But the recent invigoration of debate on Germany's colonial past has been hindered by continued amnesia, denialism and a populist right endorsing colonial revisionism. A campaign against postcolonial studies has sought to denounce and ostracise any serious engagement with the crimes of the imperial age. Henning Melber presents an overview of German colonial rule and analyses how its legacy has affected and been debated in German society, politics and the media. He also discusses the quotidian experiences of Afro-Germans, the restitution of colonial loot, and how the history of colonialism affects important institutions such as the Humboldt Forum.
