Book excerpt: In this paper, we address the question of market integration of Myanmar with the Association of Southeast Asian Nations (ASEAN) and its other top trading partners. Focusing on agricultural trade, we use indicators – ‘Trade Potential’ and ‘Competition Indices’ to assess the nature and extent of the integration. This study highlights the exports of Myanmar which are competitive in the ASEAN markets and have high export potential. A higher trade potential with lower competition (value or volume) would indicate an opportunity for higher returns for agricultural producers. In the case of Myanmar, “dried legumes and beans,” “crustaceans,” “frozen fish,” “other oilseeds,” “maize,” and “preserved fruits and nuts” are identified as high-potential exports with lower competition in ASEAN markets which can be targeted for trade expansion. Finally, to demonstrate the upward movement in the value chain, possibly due to quality upgradation, we present the dynamics of the unit value of Myanmar’s agricultural exports.

Since the military coup following political chaos in the later part of 1988, Japan, the European Community and the United States have suspended new economic aid to Myanmar. This has led to the present military government, the State Law and Order Restoration Council (SLORC), to work towards closer cooperation in diplomatic and trade relations with other Southeast Asian countries and to further liberalize its trade sector. This study explores and analyzes Myanmar's external trade and its trade relations with Southeast Asian nations, many of which are members of the Association of Southeast Asian nations (ASEAN), and raises issues and prospects of economic cooperation with neighbouring countries in the region, including the option for active participation in ASEAN.

Some of them are now compelled to take to the seas in perilous journeys to the Southeast Asian countries in search of a better life. They are now asked to go back to Myanmar, but without any promise of citizenship or an end to discrimination. This book looks at the Rohingya in the South Asian region, primarily India and Bangladesh. It explores the broader picture of the historical and political dimensions of the Rohingya crisis, and examines subjects of statelessness, human rights and humanitarian protection of these victims of forced migration. Further, it chronicles the actual process of emergence of a stateless community – the transformation of a national group into a stateless existence without basic rights.

Book excerpt: Burma had the brightest prospects of any Southeast Asian nation after World War II. In the years since, however, it has dropped to the bottom of the world's socioeconomic ladder. The grossly misruled nation—officially known as Myanmar—is in the midst of a political transition based on a new constitution and its first multiparty elections in twenty years. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. A popular uprising in 1988 was brutally suppressed, but it forced the generals to hold an election in 1990. When an anti-regime party led by Nobel Peace Prize Laureate Aung San Suu Kyi won by a landside, however, the generals rejected the results, put Suu Kyi under house arrest for most of two decades, and continued to exploit the country's abundant resources for their own benefit while depriving citizens of basic services. Years of Western sanctions had no measurable impact, but in 2009 the Obama administration adopted a new policy of "pragmatic engagement," encouraging greater respect of democratic principles and human rights as a basis for eventual removal of sanctions. This thoughtful volume examines Burma today primarily through the eyes of its ASEAN partners, its superpower neighbors China and India, and its own people. Coincidently in the same year, one of the newest members of ASEAN, Myanmar, caused world-wide attention with its brutal crack down of a peaceful monk-led demonstration against the ruling military junta. While these two events happen to happen coincidently, it indicates the huge contradiction and paradoxical circumstances within ASEAN. Especially, since it was not the first time that Myanmar was the reason for internal disputes and anger over the behaviour of one of the organizations members. Moreover, the organisation embarrassed itself due to its inability to deal properly with the problem (see Haacke 2008 and McCarthy 2008). While many authors believe that ASEAN lacks institutional instruments to handle misbehaviour and international law violation by a member state (see Haacke 2003, Tay 1997 or Simon 2008), other author's see the member state's perception and own commitment to the organisation as lacking and thus unable to unify in order to establish a common consensus on the issue (see Haacke 2008, McCarthy 2008 or Wah 2007).
